III. Citizen Comment Period:
Persons wishing to participate (speak) during the Citizen Comment portion of the meeting must email jfalletta@sanmarcostx.gov prior to 12:00PM the
day of the meeting. Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by
Chapter 2 of the San Marcos City Code will not be read.
MINUTES
1. The October 20, 2021 meeting minutes were approved on Board Member McCafferty’s
motion, Board Member Akins’s second, on an 8-0 vote.
DISCUSSION ITEMS
2. After discussion, the Board member accountability agreement will be updated to reflect city
bylaws regarding attendance. Board Members added the phrase, “Act as an advocate for
Downtown Businesses” under Individual Standards.
3. Chair Coker presented activities to be hosted at the Downtown Lighting Ceremony on
Thursday, December 2, and the need for volunteers. Ms. Falletta presented an overview of
volunteers needed for the Sights and Sounds biscuit booth on Thursday, December 9. Staff
will send online signups for volunteer shifts at both events.
4. Chair Coker announced that San Marcos will host the 2022 Texas Downtown Conference
November 1-4, 2022. Ms. Falletta presented a short overview of host responsibilities and
opportunities to promote San Marcos. After discussion, Board Member Sparks will assist
with Sponsorships and Board Members McCafferty, Lynn and Collins will assist with
Programming.
REPORTS
5. Main Street Program Report – Staff presented updates on Music on the Square, the Small
Business Counseling Interest Survey, the BIG Grant for Public Health, upcoming Downtown
Lighting Ceremony and downtown holiday décor.
6. Financial Report – Staff are still closing out Fiscal Year 2021.
7. Downtown Association Report – Carina Boston Pinales shared that DASM will be providing
cookies at the Downtown Lighting Ceremony. DASM invites Main Street to their holiday
gathering at Industry on December 6.
8. Economic Development Report – No Report
9. Parking Advisory Board Report – Carina Boston Pinales provided an update that the
micromobility RFP has been updated and will be released for bids soon. The Employee
Parking Program will also go live soon. This pilot program will offer subsidized off-street
parking for downtown employees.

1. Consider approval of the October 20, 2021 meeting minutes.

2. Continue discussion of possible items for inclusion in a Board member accountability
agreement. The agreement is a new requirement of the Texas Main Street Program.
3. Hold discussion on potential board participation at upcoming holiday events, including the
Downtown Lighting Ceremony and Sights and Sounds biscuit booth.
4. Hold discussion of potential members to serve on a local conference planning committee for
the 2022 Texas Downtown Conference which will be held in and hosted by San Marcos.
