Consider approval of the October 18, 2023, meeting minutes. ACTION 2. Grant Application - Consider Main Street Incentive application from the Halal Project, located at 312 University Dr Unit 312A, for additional signage. 3. Grant Application – Consider additional funding request from KZSM, for previously approved Main Street Incentive grant, due to higher-than-expected project costs. 4. Parking Advisory Board Recommendation – Consider a recommendation for the Parking Advisory Board, for which one seat is recommended by the Main Street Advisory Board. DISCUSSION ITEMS 5. Downtown Area Plan Update – Receive update from staff on Council adoption of the Downtown Area Plan and next steps. 6. Kissing Alley CIP – Receive update from staff on expanded scope, draft renderings of Kissing Alley improvements, and timeline for the project moving forward. REPORTS 7. Main Street Program Report 8.
