Citizen Comment Period: Persons wishing to participate (speak) during the Citizen Comment portion of the meeting must email jfalletta@sanmarcostx.gov prior to 12:00PM the day of the meeting. Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San Marcos City Code will not be read. PRESENTATION 1. Receive presentation on the Green Alleys Initiative. MINUTES 2. Consider approval of the June 26, 2024, and July 17, 2024, meeting minutes. ACTION ITEMS 3. Grant Application – Consider Main Street Incentive application from Stinky Dawg, located at 151 S LBJ Dr, for signage. DISCUSSION ITEMS 4. Board Retreat – Discuss takeaways from board member visit to Bastrop, Bryan, and Navasota, which took place in July. 5. Bylaws – Discussed and adopted city-wide bylaw template, no amendments made. Motion to adopt was made by Board Chair Collis’ motion, Member Bradleys’ second, on a 5-0 vote. MINUTES 2. The May 22, 2024, and June 5, 2024, meeting minutes were approved on Board Chair Collins’ motion, Member Bradleys’ second, on a 5-0 vote. DISCUSSION ITEMS 3. Board Retreat – Discussed Board retreat to Bryan, Tx on July 17-19. Board asked to move forward with planning, staff to check everyone’s availability and make possible itinerary based on feedback from availability survey. 4. Traffic Mirrors – Item was not discussed; Member Von Arndt was not present. Moved to next meeting discussion. REPORTS 5. Main Street Program Report – Staff provided updates from May/June events, social media statistics, and Main Street America National Accreditation for 25 consecutive years during the Main Street Report. 6. Financial Report - Downtown Manager Josie Falletta provided the Financial Report. Main Street has expended 46.26% of FY24 Budget. 7. Downtown Association Report – Board Chair Collins talked about VIP seating for Mermaid Fest at Sean Patrick’s. 8. Economic Development Report – Downtown Manager Falletta talked about new and upcoming businesses and the status of their planning/permit stage. 9. Parking Advisory Board Report – Downtown Manager Falletta gave a few updates about the board exploring paid parking implementation. FUTURE AGENDA ITEMS • Discussion of Traffic Mirrors lV. Grant Application – The Main Street Incentive application from Eden Bar, located at 202 W San Antonio St, for signage and umbrellas. Grant for signage was approved, board decided that umbrellas were not a permanent fixture, $1,356.00 was approved on Board Chair Collins’ motion, Vice Chair Bradleys’ second, on a 6-0 vote. 2. Grant Application – The Main Street Incentive application from My City Locating, located at 103 S. LBJ Dr., for awning, metal panels, window clings and signage was approved, board decided that lighting and planter were not permanent fixtures, $991.61 was approved on Board Chair Collins’ motion and Member Von Arndt’s second, on a 6-0 vote. 3. Grant Application – The Main Street Incentive application from Royal Cleaners, located at 308 N LBJ Dr., for storefront mortar repairs, was approved in the amount of $1,175.00 on Member Bradleys’ motion and seconded by Member Von Arndt, on a 6-0 vote. 4. Proposition to move Regular Main Street Advisory Board Meeting due to staff absence from August 22nd to August 28th was approved on Vice Chair Bradleys’ motion and Member Von Arndt’s second, on a 6-0 vote. FUTURE AGENDA ITEMS 5. Member Von Arndt requested a discussion about possible traffic mirrors on intersections on San Antonio Street. lV. June 3 - 6 Josie presented in two sessions: Ask the Experts: Learn from Seasoned Managers Manager Presentations: San Marcos Clean Team Great conversations with other Urban Main Street Programs PAID PARKING IMPLEMENTATION Parking Advisory Board Update: The Parking Advisory Board sent a Recommendation Resolution to City Council in June 2024. Council gave the PAB a green light to explore paid parking implementation for Downtown San Marcos. DOWNTOWN LANDSCAPING WORK GROUP City Manager’s Office Initiative: Main Street has been asked to lead an interdepartmental work group to assess and update the Downtown Pattern Book. Included in this update: Landscaping, maintenance, level of service.
