Brittni Foret from Patio Dolcetto spoke about a partnership between the businesses south of the square to build recognition with marketing, events, and promotions. Potentially discussed names include South of the Square and South Coalition. A name has not been decided yet. PRESENTATION 1. Received a presentation from the Parking Advisory Board Chair and Parking Manager who provided an overview of parking initiatives citywide, including revenue sources, Chapter 82 amendments, Parking Benefit Districts, and different enforcement measures. MINUTES 2. The October 16, 2024, regular meeting minutes were approved on Member Gleason’s motion and seconded by Member Bradley, on a (8-0) vote. ACTION ITEMS 3. Revised My City Locating Main Street Incentive Grant from My City Team for an additional awning (missed upon first review) was approved in the amount of $259.97. A motion was made by Member Gleason and seconded by Member Von Arndt. (8-0) 4. The Board reviewed the Downtown FY 2025 Work Plan. After reviewing and making some amendments, the plan was accepted as Amended. A motion to approve was made by Member Bradley and seconded by Member Gleason. (8-0) DISCUSSION 5. Main Street staff introduced the 2025 Event Calendar; the Board liked the new event line up. Board Chair Collins talked about ensuring there was a diverse input in each event and considering performers. 6. After discussion, the Board requested that the December 18th regular meeting will be held if there are any Grant Applications to approve, otherwise it will be canceled by December 11 th. REPORTS 1. Main Street Program Report – Staff provided updates on upcoming events in the next month, the Downtown Landscaping Project and the San Antonio Streetscape Art Project. A 2 recap of the TX Downtown Conference session and the Downtown Revitalization Tour were also provided. 2. Financial Report - Main Street Manager Josie Falletta provided the Financial Report. 3. Downtown Association Report – Board Chair Collins provided an update that the next DASM meeting will be January 23, 2025. DASM will also be hosting neighborhood takeovers of downtown, starting with Kissing Tree in January. 4. Economic Development Report – No report provided. FUTURE AGENDA ITEMS lV. Since 2012, over $110,000 has been distributed to seventy-five (75) businesses. ELIGIBLE USE OF FUNDS Grant funding may be used for storefront enhancements, including: Signage Awnings Exterior lighting at street front Broken windows due to vandalism Other fixed improvements to the façade, as approved by the Main Street Advisory Board APPROVAL PROCESS 1. Main Street staff collects application documents 2. Main Street Advisory Board reviews application 3. If approved, staff work with applicant through payment and permit process 4. Once approved work is completed, applicant submits proof of payment, and staff processes payment of reimbursement* *Note: Project must be approved BEFORE work is completed. Any work begun before approval is not eligible for funding. We are committed to enhancing the aesthetic appeal of our downtown area while also improving accessibility for our customers, particularly the elderly community. This project aims to achieve these goals through the following improvements: ▪ New Signage: o A prominent storefront sign o A hanging sign under the covered sidewalk o A back entrance sign ▪ Accessibility Improvements: o Paving the back alleyway o Constructing a handicap-accessible ramp to the back entrance o Constructing a handicap-accessible ramp inside the salon Project Impact ▪ Enhanced Downtown Aesthetics: The new signage will significantly improve the visual appeal of our downtown area, attracting more visitors and boosting local businesses. ▪ Improved Accessibility: The paved alleyway and handicap ramp will provide safe and convenient access for elderly customers and individuals with disabilities. This will not only benefit our business but also enhance the overall accessibility of the downtown district. ▪ Reduced City Costs: By investing in these improvements, we are proactively addressing potential future city expenses. By providing a safe and accessible entrance for our elderly clientele, without having to add costly add-ons to the front of the store, we are reducing the likelihood of accidents and injuries that could lead to lawsuits or emergency services. By utilizing local resources, we will contribute to the local economy and strengthen our community by working together. The Stelos Scholars received a $25,000 grant to be used on streetscape activation and contacted the City of San Marcos to propose using the funds in Downtown San Marcos. Upon a review of adopted plans, the proposed scope of work aligns with recommendations of the recently adopted San Marcos Downtown Area Plan. Scope of Work The improvements will take place on W San Antonio Street from the San Antonio Street split to Telephone Alley. Proposed improvements include 1) the installation of colorful pavement treatments and traffic delineators in six (6) existing bulb outs, and 2) artistic designs in four (4) alleyway crosswalks. Timeline The date for installation is April 11, 2025, since it aligns with LCRA Steps Forward Day. The volunteers will help install everything and do a big cleanup along that stretch of San Antonio Street (litter cleanup, refresh yellow curb paint, etc.). It will make a large impact in a short amount of time. 20 DOWNTOWN LANDSCAPING PROJECT Main Street is launching a landscaping improvement initiative in FY 2025. The project will include irrigation upgrades, soil amendments, additional plantings, mulch, and some hardscapes. The Downtown plant palette was developed by city staff across multiple departments and includes plants which are drought tolerant, native or adaptive, pollinators, and have a low water usage. The bed design guidelines consider safety and visibility, aesthetics, plant health, and water usage. This project aims to improve the downtown landscaping beds and plants, so they are easier to maintain, provide clearer lines of sight for pedestrians, use less water, and act as pollinators for birds, bees, and monarchs. Timeline November 2024 – Additional plants installed on Hutchison St. January/February 2025 – Irrigation improvements + targeted plants removed on N LBJ Dr & the Square, two beds paved at high traffic intersection March 2025 – Additional plants installed on N LBJ Dr & the Square Funding Funds for this project are provided from the Downtown TIRZ 5 budget, approved by the TIRZ 5 Board in October 2024. The TIRZ 5 fund is generated by property taxes within the TIRZ 5 District, which includes downtown. 21 SIDEWALK MEDALLIONS INSTALLED Overview Two medallions were installed in the sidewalk on either side of CM Allen Pkwy. Both medallions have a river focus, though one features the flora and fauna and the other features local indigenous peoples.
