San Marcos Neighborhood Commission Regular Meeting Conference Room, City Hall Wednesday, September 21, 2016 Agenda Agenda Caption Action # 1. Meeting called to Order Elena Duran called the meeting to order at 6:17p.m. 2. Roll Call Members Present: Elena Duran, Tom Rowe, Kenneth Dees, Lizbeth Dobbins, Bob Jett, Mark Gleason, Terence Parker Member Absent: Carol Frank, Blanca Loya, , Michelle Mc Watters 3. Approval of Minutes Minutes approved by Lizbeth Dobbins Dated August 17, 2016 seconded by Bob Jett, all in favor. 4. Citizens Comment Period David Montego stated that an 18 wheeler is still driving on Candlelight street, tall grass in the channel in Victory Garden Neighborhood and would like to know who to speak with regarding cleaning Purgatory Creek and discuss an idea on channeling the rain. 5. Update on Community Welcome Event on September Lisa Dvorak stated the Community 13th Welcome Event went very well. 6. Receive Staff update on the following items: Ken Bell provided updates to the  Gateways to the City Commission regarding:  Bus Registration  Gateways, awaiting projects.  Disaster Recovery Funds  Bus Registration has been  Rental Disclosure Form deferred since June.  Clean Community Fee on trash cans left out in the  Disaster Recovery Funds has street gone to the Feds for review.  Rental Disclosure Form has been approve by City Council and sent to Hays County Appraisal Office.  Clean Community Fee on trash cans on the rolling agenda. Discussion or recommendation regarding commercial Kenneth Rocha stated he made business dispensing advertising material in residential contact with Don Moore with San districts Marcos Daily Record. Mr. Moore is aware of paper in roadway. In order to stop receiving paper, need contact publisher. Publisher will forward information to contract carriers to stop delivery. It may take a few attempts to stop. Liz Dobbins stated she would research the rules and regulations and update the commission at next meeting. 8. Commissioner’s and Staff Reports Tom Rowe – concern of the low water crossing on Uhland Road can’t see bridge due to weeds. Terence Parker – shared update enrollment is 38, 800 total at Texas State University and 5, 700 Freshman. Bob Jett – would like to know the status of drainage ditch he reported and who does he need to contact regarding map on SMTX is not accurate its missing a street. Lizbeth Dobbins- stated Sector 9 ready for a riot (furious), concern of the new location of H.E.B. and the traffic situation. Would like to thank the City for responding to her SMTX request within 24 to 48 hours. Kenneth Dees – glad to not see so many garbage containers on Hunter Road, parking on yard still a concern in neighborhood and sector. Gave kudos to Mr. Kenneth Rocha and stated he liked the new name “Code Compliance” on vehicles. Elena Duran – praised Lisa Prewitt, Melissa Derrick and Jane Hughson for standing up for what they believed in during Council Meeting. Hoped they would have voted and not walked out. Lizbeth Dobbins – noticed political signs are being spray painted San Marcos Neighborhood Commission Regular Meeting Conference Room, City Hall Wednesday, September 21, 2016 Bob Jett – appreciates the timely response on SMTX. Kenneth Bell – stated City uses four different programs submitting concerns but leaning to one. Announced the reorganization in department, Kenneth Rocha Manager of Code Compliance. Code Enforcement and Health Inspectors. Demolition of 315 Mill St. finally taking place after ten years. Public outreach “Code Compliance Alliance” at movie theaters the Spot and Starplex. 9. Questions from the Press and Public David Montego would like to thank the Engineering Department for following up on Sunset Acres. Would also like to know who to contact regarding cleaning up and suggesting a channel to Hunter Road. Ken Bell stated contact Engineering Department. 10. Adjourn A motion to adjourn the meeting at 7:00 p.m. made by Bob Jett, seconded by Tom Rowe, motion passed unanimously.
