Neighborhood Commission Regular Meeting Minutes June 15, 2022, at 6:00 p.m. Neighborhood Enhancement - Virtual Zoom 630 E Hopkins, Bldg. 5, San Marcos, Texas 78666 I. Call to Order Meeting was called to order by Chair, Roland Saucedo, at 6:06 p.m. II. Roll Call In attendance: Roland Saucedo, Michael Adams, Joe Cantu, William DeSoto, Robert Dudolski, Margaret Yackel & Bobbie Garza-Hernandez. Absentees are Andrew Gryce, George S. Garcia & Cathy Dillon. Ill. Citizen Comment Period None IV. Consider Acceptance of May 18,2022, Meeting Minutes Adams mentioned his name had not been added to the attendees list. Palacios stated she would add name to minutes. MOTION made by Garza-Hernandez to approve. Seconded by Dudolski. All in favor, none opposed, motion carried. V. Guest Speaker Carol Griffith, Housing and Community Development Manager was scheduled to speak. Saucedo notified the Commissioners that Griffith would not be able to speak tonight. Saucedo shared the CDBG brief notes that Griffith wanted to share with the Board. This included usage restrictions, Calendar projects and resource links. Garza-Hernandez asked for it to be known that she was disappointed that the presentation could not be heard today. She stated the timeline for the community to understand the CDBG process is very tight. Garza-Hernandez stated it was unacceptable. Saucedo strongly recommended that for those who wanted information on the CDBG process and projects and were not able to attend the June 17th Council meeting, they were more than welcomed to watch the recorded version online where they may listen to Carol Griffith give her presentation which covered important information on selection of projects, application process, etc. Palacios also stated that this information is not only available through the Neighborhood Commission meetings and Commissioners do not have to wait for future information from the Commission but is also available online through either recordings or their online web page. All this information can start to be pushed out to the public through the help of the Commissioners. VI. Item up for Action/Discussion Dillon suggested during the June meeting that the Commission discuss the role of alternate voting members and their positions. Saucedo read through the Bylaws, Article 2. Purpose and Duties, Article 3. Membership and Article 11. General Powers and Duties. The Bylaws clearly state the positions of the alternate members and their contributions to the Commission. Saucedo reiterated that alternate Commissioners are equally as important as any Commissioner on the Board especially here recently that our sectors are not all filled. Saucedo stated that the alternates have allowed us to meet quorum and to also move forward with important items that need to be discussed and voted on. Saucedo thanked all the alternates.
