III. Citizen Comment Period: Persons wishing to participate (speak) during the Citizen Comment
portion of the meeting must email jcase@sanmarcostx.gov prior to 12:00PM the day of the
meeting. A call-in number/link will be provided for participation. Written comments can also be
submitted to jcase@sanmarcostx.gov for distribution to the board prior to the meeting.
MINUTES
1. Consider approval, by motion, of the following meeting minutes:
a. August 20, 2020 – Regular Meeting
PRESENTATIONS
2. Receive a presentation from Mr. Tom Goynes regarding a can ban on the San Marcos River
ACTION ITEMS
3. Consider approval of a Recommendation Resolution recommending that the San
Marcos City Council consider a policy change in regard to awarding scholarships for
Parks and Recreation programs primarily to households within the low to moderate
income levels.
4. Consider approval of a Recommendation Resolution supporting the prohibition of all
disposable containers on the San Marcos River and declaring a public nuisance
within the city.
DISCUSSION
5. Receive a staff update and hold discussion regarding COVID-19 response in the City’s
Parks.
6. Receive an update from the Paid Parking Program Development Subcommittee, and
hold discussion.
7. Hold discussion regarding the Park Ranger’s policy on ATVs in Natural Areas (Chair
Phalen)
8. Hold discussion regarding the current Fee-in-lieu calculation (Chair Phalen and Board
Member Vogt)
REPORTS
9. Receive a staff update and report on Cape’s Dam.
10. Receive the following reports: Park Projects Monthly Report, Athletic Division Monthly
Report, Youth Services Division Monthly Report, Habitat Conservation Plan (HCP) Monthly
Report.
FUTURE AGENDA ITEMS
11. Board Members may provide requests for discussion items for a future agenda in accordance
with the board’s approved bylaws. No further discussion will be held related to topics
proposed until they are posted on a future agenda in accordance with the Texas Open
Meetings Act.
