Citizen Comment Period: Persons wishing to speak during the citizen comment period
please submit your written comments to parksinfo@sanmarcostx.gov no later than
12:00pm on the day of the meeting. The first 10 comments will be read aloud during the
citizen comment portion of the meeting. Comments shall have a time limit of three minutes
each. Any threatening, defamatory, or other similar comments prohibited by Chapter 2 of the
San Marcos City Code will not be read.
Tyler Wray made a comment regarding his Eagle Scout Project to build four Screech Owl
boxes on Schulle Canyon Trail. He is currently working with members of the San Marcos
Greenbelt Alliance to mark out the placements on the trails.

MINUTES
1. Consider approval, by motion of the August 15, 2024, Regular Meeting minutes.
A motion was made by John Thomaides, seconded by Mitch Hoffman, to
approve the August 15, 2024, Regular Meeting minutes.

DISCUSSION
2. Receive a staff update and hold discussion regarding Paid Parking Implementation in City
Park and Rio Vista Park.
Jamie Case stated she will present the Paid Parking Implementation fees to City Council
at their second meeting in October. The department is working through the procurement
process to acquire the paid parking equipment. The Neighborhood Commission met with
residents regarding tourist parking issues at Rio Vista Park. Jamie Case will review those
meeting minutes and attend the next scheduled meeting. Jamie Case will meet with the
Guadalupe Street neighbors on August 22nd to get feedback about parking. Staff has
advised the neighborhoods to try to collaborate with each other to obtain parking permits.
This will help mitigate moving the parking issue to the next neighborhood where parking
is free. John Thomaides asked if the city can create an ordinance for paid parking without
a petition from the neighborhoods. Jamie Lee stated she would need to get more
information about that from the Legal Department. Jamie Case shared that City Council
directed staff to include Ramon Lucio Park with the paid parking proposal. Mitch Hoffman
asked for a reminder of the dollar amount for the proposed parking fees. Dan Alden asked
if staff has compared pricing to New Braunfels. Derek Griblin has concerns charging for
parking during the weekdays. John Thomaides suggested making allowances for people
who pay city utilities. Amanda Fox noted that many people live just outside the city limit,
but paying for parking comes down to where they are paying city taxes.
3. Receive a staff update and hold discussion regarding current Parks Projects.
John Thomaides asked about the city bridge construction. Jamie Case stated they are
currently working on maintenance of the bridge. Previously a structural engineer study was
conducted for safety. They are now repairing the decking of the bridge. Bert Stratemann
stated a complete bridge replacement would easily cost up to $550,000 to $750,000 plus
additional engineer studies to drill through the piers. The current maintenance repairs are
more cost effective. Jamie Case stated the Cape’s Dam project request for qualifications
(RFQ) will be issued in December. That process is conducted to hire a firm to provide a
recommendation on the feasibility to repair the dam. City Park playground will get an
update to the project to include toddler equipment. The Quail Creek design contract will
go before City Council on October 2nd. Open Houses for the Quail Creek design will begin
soon. River front parks design plan is complete. The city is conducting additional public
surveys now that Quail Creek is available. Jamie Case noted there are 12 acres that are
not in flood plain or flood way. She noted possibly placing a community center within the
12 acres. John Thomaides asked if there was interest in quite zones or 9-hole golf course.
He noted Kissing Tree is public but charge $95 to non-Kissing Tree residents. Jamie Case
stated staff will take the community input. She stated the budget for security cameras has
been approved, so work is starting. Dunbar Park restrooms are in progress in
procurement. Victory Gardens and Swift Park are in the design phase. Cottonwood Creek
trail project is on hold until the cooler weather in the fall. Cemetery expansion is at 100%
design phase. Five Mile Dam lighting will begin November 12th. Gary Sports complex is
now on schedule to complete in the fall. The Activity Center is updating the audio/visual
system. The Parks and Open Space master plan will begin next year.

Aquatics/Fitness Report, Athletics Division Monthly Report, Youth Services Division
Monthly Report.
Derek Griblin asked if additional swimming lessons will be offered. Jamie Case stated a
budget amendment will need to be made to add lessons. Derek Griblin asked about the
status of the restrooms at the Rio Vista Pool. Jamie Case stated Children’s Park and Rio
Vista restrooms will be looked at about the same time for repairs.

SEPTEMBER IN
REVIEW
The month of September transitioned the Recreation
Division from the busy Summer season to the equally as
busy Fall season. Summer officially ended at Rio Vista Pool
and the final occurrence of Party In Your Park took place at
Victory Gardens. Football season kicked off with our
popular Youth Flag Football league taking place on
Saturdays at 5 Mile Dam Park! The Fiscal Year officially
ended in September as well. We are happy to report that
we were able to offer over $5,000 in scholarships for youth
to attend and participate our programming during the
2023-2024 fiscal year. I hope the information presented in
this new format is easier to read and understand. I will
continue to tweak it until it’s just right!

AQUATICS/FITNESS
Aquatics Recap:
The summer season officially ended on September 1st.
The Aquatics Division is currently taking applications
for the vacant Aquatics Program Supervisor position.
Interviews are expected to begin mid-October.
San Marcos Fire Department utilized Rio Vista pool on
September 23rd as a portion of their swift water rescue
training in the river. Fire Academy candidates practiced
swimming in the deep end of the pool before moving to
the river.
Registration for fall swim lessons filled quickly. The
first session begin in October. We currently have two
swim instructors leading private lessons.
The winterization process for Rio Vista pool has begun
and will be completed soon. The tarp was installed by
the Aquatics team during in-service.
Fitness Recap:
Silver Sneakers memberships continue to see steady
growth up to 343 members.
Total Wellness is maintaining it’s numbers in both
general memberships and class attendance.

Athletics Recap:
Youth Flag Football continues to play games on
Saturdays at 5 Mile Dam Park.
Adult Co-Ed Volleyball and Pickleball are continuing
league play.
Corporate Challenge Kickball was successfully
completed on Sunday, Sept. 27th at the Ramon Lucio
Complex.
Daily open-play Pickleball participants averaged 50 per
day. This program continues to see high participation
rates.

Youth Services Program Recap:
Youth Services PE
A new P.E. class is being offered at the Activity
Center one Friday per month from 12:00-1:00PM.
On Sept. 27th, we hosted the first P.E. class with
nine attendees. Class begins with stretching and
warming up before moving to a variety of physical
activities. Two more sessions will be hosted this fall
on October 11th and November 1st.
Donuts, Dinos, & Dads
Youth Services welcomed 98 attendees to the
second annual Donuts and Dinos with Dad event on
Saturday, Sept. 7th from 10AM-1PM. The event
featured five dinosaur themed games and offered
crafts inside Dunbar Recreation Center along with a
food and photo area. Donations included two dozen
donuts from Cheers Donuts, tea and lemonade from
Raising Canes, and a variety of pastries from Casa
Maria.
Party In Your Park
The Party In Your Park series ended on Friday, Sept.
21st at Victory Gardens Park. Approximately 55
attendees enjoyed yard games, refreshments,
music, and other activities from 5:00-8:00PM.
SMPD, Red Cross, and the Youth Services Bureau
attended the event.
