Community Services Parks and Recreation Department Commission on Children & Youth May 4, 5015 12:00 pm Regular Meeting Agenda Action or Direction # 1 Call to Order Jessica Ramos called the meeting to order at 12:06 2 Roll Call Members present – Gregory Rodriguez, Michelle Harper, Michelle Hamilton, Brad Russell, Victor Garza, Daniel Guerrero, Suad Hooper, Marty Nelson, Kim Porterfield, Billy Stokes, Steven Sundquist, and Lisa Prewitt. Members absent – Rodney Cobb, Jill Holecheck, Lupe Castilla Others Present – Staff – W. Ford, J. Ramos, S. Mckenzie, V. VanDeRyt, J. Pettijohn Others Present – Miguel Arredondo Before the Roll Call each commissioner introduced themselves and made a quick comment as to why they applied to be on the commission. 3 Citizen Comment Period None at this time. 4 Discussion/Recommendation – The floor was opened up for nominations. Election of Chair and Vice Chair Kim Porterfield nominated Daniel Guerrero as the Chair; Daniel accepted the nomination. With no other nominations a vote was taken and all members were in favor of Daniel Guerrero as the Chair. Daniel took over the meeting and asked for nominations for the Vice Chair; Michelle Harper nominated Billy Stokes and Daniel Guerrero nominated Michelle Hamilton. With the two nominations roll was called and each member voted for their choice. After the count was done Michelle Hamilton – 8, Billy Stokes – 4. Michelle is now the Vice Chair. 5 Absentee Policy Jamie Pettijohn, City Clerk for the City of San Marcos was present to discuss the Attendance Policy with the members. Commission on Youth and Jessica Ramos read aloud the ordinance that will guide the commission to 6 Children Ordinance the members. One of the items discussed was the Hays County position on the board and if that member had to be an elected official. Kim Porterfield requested a copy of the ordinance be email out to all the members. Jessica Ramos will do that after the meeting. 7 Discuss and Consider Permanent Daniel Guerrero asked the members about the days that do not work for Monthly Meeting Date them. After a brief discussion it was decided upon to meet on the First 1 Community Services Parks and Recreation Department Commission on Children & Youth May 4, 5015 12:00 pm Regular Meeting Wednesday of the month at noon. Jessica will book a room for the meeting and email out a list of where the meeting will be held. 8 Staff Report Jessica Ramos mentioned that the Parks Department has begun an after school program at Miller Jr. High; she would like for someone to do research and data collection for that program. Michelle Hamilton wanted to know if there is a plan that she was following for the program. Kim Porterfield suggested that the commission put the strategies on the table first. Develop the strategy and make a plan. Michelle Harper would like for the commission to make and inventory of the entities in town and what they are doing for the youth so that things are not duplicated and are done the way that the commission needs them to be done. Billy Stokes mentioned Victor Garza’s workforce plan is related to the youth. Michelle Hamilton then mentioned that there is a high need for after school programs. William Ford offered the facilities that the city has for program use. Michelle Harper brought up the budget for the commission; she was curious about using CDBG and Health & Human Services funding. Daniel explained that the CDBG is not going to be considered because it is heavily mandated. The other funds can be looked into at a later time. Lisa Prewitt mentioned that maybe they could get matching funds for the program as strategies and goals are set. 9 Discussion/Recommendation –  Review Youth Master Plan for strategies items for the Rolling Agenda.  Identify partners – inventory of who is providing services These items are not to be  Develop sub-committees discussed until officially on the  Discussion on priorities agenda.  Budget process for implementation  Update on Hays County member  Outline of Youth Master Plan – look at Data Points  Update statistics  Open a Google Docs Account for all documents 10 Questions and Answers with None at this time Press and Public 11 Adjourn Michelle Hamilton made the motion to adjourn the meeting; Lisa Prewitt seconded the motion. All member were in favor. Meeting adjourned at 1pm. 2
