Community Services Parks and Recreation Department Commission on Children & Youth July 1, 2015 12:00 pm Regular Meeting Agenda Action or Direction # 1 Call to Order The meeting was called to order at 12:05pm by Daniel Guerrero, Chairman. 2 Roll Call Members present – Daniel Guerrero, Chairman; Rodney Cobb, Gregory Rodriguez, Michelle Harper, Michelle Hamilton, Stacey Shackleford, Brad Russell, Victor Garza, Lupe Costilla, Suad Hooper, Marty Nelson, Billy Stokes, Stephen Sundquist, Lisa Prewitt, VACANCY (1) Members absent – Jill Holecheck, Kim Porterfield Others Present – Staff – W. Ford, J. Ramos, V. VanDeRyt Visitors Present – Miguel Arredondo Daniel Guerrero noted that Jill Holecheck is no longer eligible and the position will need to be re-appointed; it will be added to a future City Council agenda. 3 Citizen Comment Period None at this time. 4 Approval of the Minutes A motion was made by Gregory Rodriguez to approve the minutes. The motion was seconded by Billy Stokes. The motion passed unanimously. 5 Update - Hays County Position Daniel Guerrero clarified that the appointee does not have to be an elected official of the county, but can be someone within the county. However, they do need a final designation from Hays County to represent their interests. Michelle Harper recommends that Jessica contact Lon Shell, who was a member of the Core Four team. A later recommendation from Lisa Prewitt was made to contact the County Commissioner, Debbie Ingalsbe. Discussion/Recommendation – Various methods of prioritizing the action steps were discussed. It was 6 Prioritization of Action Steps determined that this would be an ongoing task driven by subcommittees. Daniel Guerrero asked if there was interest in moving forward to agenda item 9 - The development of a longitudinal database by the P-16 initiative - 1 Community Services Parks and Recreation Department Commission on Children & Youth July 1, 2015 12:00 pm Regular Meeting prior to discussing the development of subcommittees and that Item 6 would be revisited. Revisited - After discussing early childhood and afterschool programming as identified priorities in our community, it was recommended by Daniel Guerrero that the first step be to develop three subcommittees. No action was taken, discussion moved to Item 7. 7 Discussion/Recommendation – Daniel Guerrero recommended the development of three initial Subcommittees subcommittees which the committee then refined into the following:  Data Collection and Assessment  Resource Mapping  Systems and Policy Review A motion was made by Michelle Harper to accept the initial three subcommittees as proposed. The motion was seconded by Michelle Hamilton. The motion passed unanimously. Those interested in volunteering subcommittees were advised to contact Jessica Ramos, Staff Liaison. 8 Discussion/Recommendation – Several Youth Commission formats and referral systems were suggested. Review Youth Commission Daniel Guerrero recommended that the System and Policy Review Ordinance subcommittees would research Youth Commissions in other communities and prepare a recommendation for the City Council to modify the composition of the Youth Commission ordinance. Michelle Hamilton, Lisa Pruitt, Billy Stokes and Suad Hooper initially volunteered for the Systems and Policy Review subcommittee. A motion was made by Stephen Sundquist to include a Youth Commission Steering Committee as a fourth, permanent subcommittee. The motion was seconded by Stacey Shackleford. The motion passed unanimously. 2 Community Services Parks and Recreation Department Commission on Children & Youth July 1, 2015 12:00 pm Regular Meeting 9 Discussion/Recommendation – Types, quantity, and source of data sets were discussed. The development of a longitudinal data base by the Motion was made by Michelle Harper to allow longitudinal database to be Center for P-16 Initiatives developed by and coordinated through P-16 Center. The motion was seconded by Suad Hooper. The motion passed unanimously. 10 Discussion/Recommendation – Suad Hooper made an announcement about a grant the Community Action Agenda items for next meeting received from Health and Human Services. They will also establish an Early Childhood Coalition that they would like the Commission on Children and Youth to guide. 11 Questions and Answers with None at this time Press and Public 12 Adjourn Michelle Hamilton made the motion to adjourn the meeting. Gregory Rodriguez seconded the motion. All member were in favor. Meeting adjourned at 1:20pm. 3
