Community Services Parks and Recreation Department Commission on Children & Youth August 4, 2015 12:00 pm Regular Meeting Agenda Action or Direction # 1 Call to Order Daniel Guerrero called the meeting to order at 12:06 2 Roll Call Members present – Michelle Harper, Michelle Hamilton, Victor Garza, Daniel Guerrero, Suad Hooper, Kim Porterfield, Rodney Cobb, and Lisa Prewitt. Members absent – Gregory Rodriguez, Brad Russell, Marty Nelson, Billy Stokes, Steven Sundquist, Stacy Shackleford, Lupe Costilla. Others Present – Staff – W. Ford, J. Ramos, S. McKenzie, William Ford Others Present – Juan Miguel Arredondo, David Bryant, Alex Mylius and Amanda Perez 3 Citizen Comment Period None at this time. 4 Approval of the July 1, 2015 Michelle Hamilton made the motion to approve the minutes from the July 1, Minutes 2015 meeting. Suad Hooper seconded the motion. Daniel Guerrero mentioned that the year of the meeting in the heading is incorrect, the change was noted and will be made. All members were in favor and the motion passed. Kim Porterfield abstained due to being absent at the last meeting. 5 Old Business – Update on Hays Jessica Ramos had talked to Lon Shell and he suggested that Shelly Williams County position on commission. be appointed to that position. Shelly Williams then mentioned that Laura Hernandez would be available for the position. Laura has filled out the application and it will be taken to the next council meeting for appointment. She was present in the audience at this meeting. Old Business – Make up of There are 4 subcommittees in place at this time. A fifth one was discussed 6 subcommittees and will need volunteers. 1. Data Collection and Assessment – Billy Stokes, Michelle Hamilton, Suad Hooper 2. Recourse Mapping – Victor Garza, Lisa Prewitt, Kim Porterfield, Michelle Harper 3. Systems & Policy Review - Michelle Hamilton, Suad Hooper, Billy Stokes, Victor Garza 4. Youth Commission Steering Committee – Rodney Cobb, Lisa Prewitt, Kim Porterfield, Steven Sundquist 1 Community Services Parks and Recreation Department Commission on Children & Youth August 4, 2015 12:00 pm Regular Meeting Committees can now begin working. People that are not on the commission can serve on the subcommittees. 7 Discussion/Recommendation – Michelle Hamilton mentioned the TX ERC – Research Center at UT Austin. Report by the Data Collection Gene Bourgeois from Texas State has agreed to pay the upfront cost of the Subcommittee $10,000 per year fee for 5 years for the proposal at a total cost of $50,000. The data collected for that fee is Workforce Data as well as Educational Data. There are links for additional data such as Health Care and Early Childhood at a cost of $1,000-$2,000 per link. The commission would pay for the additional costs. 8 Discussion/Recommendation – Jessica mentioned that as the subcommittees meet that they need to come confirm charge of 4 preliminary up with the charge of the committee. The fifth subcommittee that was subcommittees. formed is the Strategic Planning Subcommittee, the members will be Michelle Harper, Michelle Hamilton, Kim Porterfield and Suad Harper. 9 Discussion/Recommendation –  Update of the Budget items for the Rolling Agenda.  Inter-local agreement with school/city/county These items are not to be discussed until officially on the agenda. 10 Questions and Answers with Suad Hooper invited the commission to the Hays County Early Childhood Press and Public coalition meeting on August 31st at 11:30 am at the City Park Rec Hall. 11 Adjourn Michelle Hamilton made the motion to adjourn the meeting; Suad Hooper seconded the motion. All member were in favor. Meeting adjourned at 1pm. 2
