Meeting Minutes Wednesday, October 4, 2017 12:00pm San Marcos Activity Center 501 E. Hopkins I. Call to Order With a quorum present, the regular meeting of the San Marcos Commission on Children and Youth was called to order by Michelle Hamilton at 12:08pm Wednesday, October 4, 2017 in the multi-purpose room of the San Marcos Activity Center, 501 E. Hopkins, San Marcos, Texas 78666. II. Roll Call Present: 13 – Catherine Marler, Melissa Derrick, Michelle Hamilton, Laura Hernandez, Victor Garza, Marty Nelson, Billy Stokes, Anne Halsey, Jemm Corona- Morris, Dana Washington, Alexandra Mylius, Ben Murdoch, David Swain Absent: 5 – Tricia Marquat, Kim Porterfield, Jeff Baergen, Suad Hooper Excused: 1 – Nicole Dray Others Present: 2 – Bobbie Garza-Hernandez, DeDe Murdoch Staff Present: 2 – Jessica Ramos, Christie Murillo III. Citizen Comment Period (each individual will be limited to 3 minutes; no specific action may be taken on these items) None. IV. Approval of the minutes-September 6, 2017 A motion was made by Anne Halsey, seconded by Alex Mylius, to approve the minutes from the September 6, 2017 meeting. Discussion and/or Recommendation-Further discussion on EDI data: Boundaries of Poverty Alexandra Mylius gives a presentation (via slides) on the boundaries of poverty in San Marcos, based off the data received from the EDI. Important points of note:  The EDI something that had been in the works of about 2 years  Data collection took place this past spring (2017) in San Marcos CISD and Hays CISD  Poverty data is available online by census tracks  Data presented today is San Marcos specific; information is shown on Google maps, with EDI data laid over them; can be zoomed down to street level  There was 100% participation from Kindergarten teachers; grant money, as well as the SMCCY, helped pay these teachers  The EDI is a way for the SMCCY to provide developmental supports to families and children, which is a priority area on the Youth Master Plan  More questions on the EDI are related to social/emotional development than any other domain  Great tool for schools for planning purposes  Each school campus received their own data  Today’s data covers the Hays/San Marcos attendance zones  Texas State students need to be pulled out of the data in order for it to be a more accurate representation  Best to wait at least 3 years before doing another EDI  If another one is done, perhaps not using census tracks as dividing lines would be something to consider (maybe use neighborhoods instead)  Anyone wanting the data can request it from Alexandra Mylius VI. Discussion and/or Recommendation-Youth Commission discussion Ben Murdoch updates board on what occurred at the last SMYC meeting:  Commission discussed the gaps in recreational programming for ages 15-17 years  They brainstormed ways to better those gaps and figure out what older teens would want (e.g. polling students, table at lunch, Google survey)  Subcommittees were established o Physical health o Mental health o College admissions o Out of school youth programs o Outreach/communications  Deborah Carter from the San Marcos Public Library gave a presentation on the programs/services offered for teens by the library. o Attendance drops with older teens during the school year o She engaged the commission to help brainstorm what programs/services teens would want to participate in and how to advertise to those teens (what social media/other ways would work best) 2 VII. Discussion and/or Recommendation-Update from Resource Mapping Coordinator with Executive Summary Bobbie Garza-Hernandez presents her Resource Mapping Executive Summary via a handout. Important points of note:  1st phase was a review of COSM spring/summer programs/services  A survey was developed, asking organizations in San Marcos to provide information about their programs/services. Thus far 69 have responded.  Majority of respondents were non-profit and government  60 were non-profit, government, school based programs  5 were for-profit (child-care)  4 were faith based organizations  Most don’t offer scholarships (many of these programs/services were free already)  Most service those with disabilities  9/18 childcare providers responded  69 maintain websites  Majority of respondents requested that the commission assist with the distribution of youth services information Recommendations:  Provide a way for families to connect with the youth services websites (the links to these organizations that completed the survey) via the City of San Marcos website  Make the youth services information available (survey results-30pg document) via the City of San Marcos website  Develop a mechanism for updating the programs/services  Provide marketing assistance to youth programs/services providers Gaps:  Lack of programming for teens  Lack of transportation provided by youth services providers Bobbie Garza-Hernandez recommends that overall:  SMCCY have deeper dialogue with health/mental health providers (perhaps through focus groups)  SMCCY provide a venue for youth and families to dialogue about mental health and mental health services in San Marcos VIII. Discussion and/or Recommendation-Adoption and discussion on Implementation Plan Coordinator’s Executive Summary A motion was made by Billy Stokes, seconded by Melissa Derrick, to approve the Executive Summary presented by the Implementation Plan Coordinator, Isaac Torres.
