Community Services Parks and Recreation Department Senior Advisory Board September 22, 2015 Agenda # Action or Direction 1&2 Call to Order and Roll Call The meeting was called to order at 2:02 p.m., by Bill Olson, Chairman. Present Bill Olson, Chairman Nancy Lee Seifert Caitlin McGinty Marianne Reese Marie Goble Sandy Martinez Absent: 3 Citizen Comment Period – (each No Comments individual will be limited to 3 minutes; no specific action may be taken on these items): 4 Approval of the minutes: April 14, A motion was made by Marianne to approve the 2015 meeting minutes from the April 14, 2015, meeting as written/corrected. The motion was seconded by Sandy. The motion passed unanimously. 5 Discussion: -Information for New Nick explained that Nancy Lee Seifert and Caitlin Members (Powers and Duties, McGinty had been approved and are on the board. He Absence Policy, Oath of Office) also explained that Sandy McKenzie was out on vacation and he did not have the copies of the oath of office and new member information. Bill asked if we had an absence policy. Nick relied that he didn’t know and that we would have to ask Sandy McKenzie when she got back. The new board members did not take an Oath of Office. 1 Community Services Parks and Recreation Department Senior Advisory Board September 22, 2015 6 Discussion – Update on Mission Bill asked Marianne about the Mission Statement and Statement and Goals Goals. She explained that she had worked on them but the board had agreed to wait until the information below was resolved: Sec.2.132 (c) (3) Collect information regarding alleged discrimination against San Marcos senior citizens and when appropriate refer the information to appropriate agencies and authorities. " Our question: Is this duty a vestige left from much earlier ordinances not amended or truly meant for this current Board to develop mechanisms for collection and reporting of discrimination against senior citizens? 6 Discussion – New City Ordinance for Nick explained that he had been in contact with the the Senior Advisory board. Jamie Lee Pettijohn, City Clerk regarding the questions the board had on Sec.2.132 (c) (3) of the old ordinance. He explained that Jamie had drafted a new ordinance and wanted the Board’s input on it before it was sent to Council for first reading. Nick handed out a copy of the new ordinance and all members read it. Bill asked Marie if she would be in charge of writing down what changes the board wanted to recommend for the new ordinance. General Discussion on any changes then took place. 1..Sec.2.131(a) Omit the word - created Add to the last sentence - and or until their successor is appointed and qualified. 2..Sec.2.131(b) question? is there one appointee from each county or just a total of one non-voting member. If there is only one the word members should be singular. 3.Sec.2.131(c) change the word "commission" to Senior Advisory Board 4.Sec.2.132(b) Second sentence...remove the words" the parks and recreation director" 5.Sec.2.132(c)(2) remove the word "and" at the end of the section . SEC.2.131. Nick asked if there should be some action taken. Bill did not think so and asked if everyone approved of the changes and they did. 7 Discussion and/or Recommendation – Nick explained that we were going to bring back the Senior Expo Senior Expo on January 28, 2016. Nick passed out information on the previous Expo. He explained what the Expo was about. Sandy asked who set the prices. She felt that they were too low. Marianne also felt like the prices were too low. Nick said he would look into who set the prices and see if they should be raised before mailing out information. 8 Questions and Answers with Press None and Public 9 Adjournment 3 Community Services Parks and Recreation Department Senior Advisory Board September 22, 2015 A motion was made by Sandy to adjourn. The motion was seconded by Marianne. The motion passed unanimously. 4
