MINUTES OF THE REGULAR MEETING OF THE SAN MARCOS ZONING BOARD OF ADJUSTMENTS San Marcos City Council Chambers 630 E Hopkins San Marcos, TX 78666 August 18, 2016 Board Members Present: Lisa Spencer, Chair Gary Gooch, Member Rick Henderson, Member Cody DeSalvo, 2nd Alternate City Staff Present: Tory Carpenter, Planner Andrea Villalobos, Planning Technician 1. Call to Order / Roll Call With a quorum present, the Regular Meeting of the San Marcos Zoning Board of Adjustments was called to order by Chair Spencer at 5:45 p.m. 2. Roll Call 3. Chairperson’s Opening Remarks. Chair Spencer welcomed the audience. 4. Executive Session. There was no Executive Session discussion. 5. Citizen Comment Period. Chair Spencer opened the citizen comment period. No one spoke. 6. VR-16-05 Hold a public hearing and consider a request by Dennis L. Spine, on behalf of Calvary Baptist Church, for a Special Exception to permit the expansion of the nonconforming use of a CEVM sign within an existing structure, being a pylon sign, at 1906 North IH- 35. Andrea Villalobos presented the staff report and recommended approval as submitted.  Page 2 of 2 Chair Spencer opened the public hearing. Dennis Spire, 113 Deer Trail, encouraged the board to approve the request, stating that they used the sign during disaster to assist in people finding help. He stated that he spoke to the neighbors who do not have an issue with the request, and if there are issues in the future he can adjust the lighting and timing of the sign. John P., 720 Willow Creek, reiterated Mr. Spire’s comments. He also reminded the board that they are replacing the portion of an existing sign which is not loud or obnoxious. There were no additional citizen comments. Chair Spencer closed the public hearing. MOTION: Gary Gooch made a motion to approve the request as submitted.. The motion was seconded by Cody DeSalvo. The motion passed 4-0 with members Spencer, Henderson, Gooch, and DeSalvo voting yes. 7. Consider approval of the minutes of the ZBOA Regular Meeting on June 16, 2016. MOTION: Rick Henderson made a motion to approve the minutes. The motion was seconded by Gary Gooch and passed unanimously, 4-0. 8. Question and Answer Session with Press and Public. There were no comments. 9.
