CITY OF SAN PABLO (1) APPROVING A SUBDIVISION IMPROVEMENT
AGREEMENT WITH CHATTLETON PLACE PARTNERS, LLC, (2)
APPROVING A FINAL SUBDIVISION MAP, AND (3) ACCEPTING THE
DEDICATION OF A PUBLIC PARK/TOT LOT FOR TRACT 9599,
CHATTLETON PLACE, A 20-LOT TOWNHOUSE-STYLE SINGLE FAMILY
RESIDENTIAL DEVELOPMENT IN THE SP-2 MIXED USE CENTER SOUTH
DISTRICT LOCATED AT 2812 CHATTLETON LANE, SAN PABLO, APN
417-310-004
CEQA: The City prepared Addenda to previously certified EIRs on the San
Pablo General Plan 2030 and the San Pablo Avenue Specific Plan adopted in
2011, as well as to a previously approved Initial Study/Mitigated Negative
Declaration prepared for the Mixed Use Center South District area, also
adopted in 2011, to address the change in planned development pattern at this
site from a mix of uses to townhouse-style single family residences. The
proposed development is consistent with the current land use and zoning
designations for the site and will not result in an increase in the severity of any
environmental impact identified in the prior EIRs or IS/MND or result in any new
environmental impact not previously considered in the prior EIRs and IS /MND.
Notices of Determination for these Addenda were duly filed with the Contra
Costa County Clerk-Recorder on October 8, 2021.

(PARS) AND U.S. BANK, 2) APPOINTING THE CITY MANAGER AS THE
CITY’S PLAN ADMINISTRATOR, 3) AUTHORIZING THE CITY MANAGER TO
EXECUTE THE PARS ADMINISTRATIVE SERVICES AGREEMENT AND
OTHER DOCUMENTS NECESSARY TO IMPLEMENT THE PROGRAM, AND
4) APPROPRIATING $1.0 MILLION OF FY 2023-24 GENERAL FUND
DESIGNATED RESERVES TO FUND THIS POST-EMPLOYMENT BENEFITS
TRUST PROGRAM.

PRELIMINARY RECOMMENDED MEASURES TO REDUCE GENERAL
FUND OPERATING DEFICITS AND SUBSIDIES AS FORECASTED FOR
PERIOD 2024-2034; (2) AMENDING THE FY 2023-25 CITY COUNCIL
PRIORITY WORKPLAN TO INCLUDE NEW RECOMMENDED STRATEGIC
BUDGET INITIATIVES FOR FY 2025-27 PERIOD; AND (3) AUTHORIZING THE
CITY MANAGER TO EXPLORE FEASIBILITY AND RECOMMEND FUTURE
IMPLEMENTATION OF STRATEGIC BUDGET INITiATIVES AND MEASURES

Please note the following temporary change to the City's public comment procedures: Public comment by zoom or
telephone will not be accepted. Public comment may be provided only in -person in Council Chambers or via email
as set forth below.
PUBLIC COMMENT:
At each meeting, the public has the opportunity to address the City Council on items appearing on the agenda and,
for items not appearing on the agenda but within the purview of the City Council, during ORAL COMMUNICATIONS .
Persons addressing the Council must limit their remarks to three (3) minutes unless an extension or decrease of
time is set. As allowed by the Brown Act, the Mayor may limit the total time for public comments to facilitate the
completion of business on the agenda.
• IN-PERSON PUBLIC COMMENT:
Any person wishing to make such address Council should first complete and deliver a "Speaker Form" available at
the speaker's podium and submit it to the City Clerk identifying the agenda item. The Mayor will invite you to speak

Council and posted online with the agenda materials. During the meeting, the public may provide written public
