City of San Pablo Meeting Minutes - Final City Council Wednesday, December 13, 2023 5:00 PM City Council Chambers Special Meeting CALL TO ORDER The meeting was called to order at 5:00 p.m. in the Council Chambers. PLEDGE OF ALLEGIANCE Mayor Ponce led the Pledge of Allegiance to the Flag. ROLL CALL Present: 5- Councilmember Abel Pineda, Mayor Patricia Ponce, Vice Mayor Arturo Cruz, Councilmember Elizabeth Pabon-Alvarado, and Councilmember Rita Xavier Councilmember Pineda arrived at 5:03 p.m. Councilmember Pabon-Alvarado arrived at 5:11 p.m. Staff and Elected Officials Present: City Manager, Matt Rodriguez Assistant City Manager, Charles Ching City Attorney, Brian P. CITY MANAGER REMARKS CONSENT CALENDAR Approval of the Consent Agenda No Public Comment was received. It was moved by Councilmember Xavier, seconded by Councilmember Pineda, and approved by vote of those present, to adopt all items in the Consent Calendar. The motion passed as follows: Aye: 4- Pineda, Ponce, Cruz, and Xavier Absent: 1- Pabon-Alvarado City of San Pablo Page 1 Printed on 1/18/2024 City Council Meeting Minutes - Final December 13, 2023 1. 23-433 CONSIDER ADOPTING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) APPROVING A SUBDIVISION IMPROVEMENT AGREEMENT WITH CHATTLETON PLACE PARTNERS, LLC, (2) APPROVING A FINAL SUBDIVISION MAP, AND (3) ACCEPTING THE DEDICATION OF A PUBLIC PARK/TOT LOT FOR TRACT 9599, CHATTLETON PLACE, A 20-LOT TOWNHOUSE-STYLE SINGLE FAMILY RESIDENTIAL DEVELOPMENT IN THE SP-2 MIXED USE CENTER SOUTH DISTRICT LOCATED AT 2812 CHATTLETON LANE, SAN PABLO, APN 417-310-004 CEQA: The City prepared Addenda to previously certified EIRs on the San Pablo General Plan 2030 and the San Pablo Avenue Specific Plan adopted in 2011, as well as to a previously approved Initial Study/Mitigated Negative Declaration prepared for the Mixed Use Center South District area, also adopted in 2011, to address the change in planned development pattern at this site from a mix of uses to townhouse-style single family residences. The proposed development is consistent with the current land use and zoning designations for the site and will not result in an increase in the severity of any environmental impact identified in the prior EIRs or IS/MND or result in any new environmental impact not previously considered in the prior EIRs and IS /MND. Notices of Determination for these Addenda were duly filed with the Contra Costa County Clerk-Recorder on October 8, 2021. Adopted. Enactment No: RES 2023-164 2. 23-472 CONSIDER RESOLUTION APPROVING AMENDMENT NO. 4 TO THE GENERAL FUND DESIGNATED RESERVES (GFDR) FOR FISCAL YEAR 2023-24, EFFECTIVE DECEMBER 31, 2023. CEQA: This is not a project subject to CEQA. Adopted. Enactment No: RES 2023-165 CITY COUNCIL DISCUSSION/CONSIDERATION City of San Pablo Page 2 Printed on 1/18/2024 City Council Meeting Minutes - Final December 13, 2023 3. 23-473 CONSIDER ADOPTING RESOLUTION 1) AUTHORIZING THE CITY OF SAN PABLO’S PARTICIPATION IN THE POST-EMPLOYMENT BENEFITS TRUST PROGRAM ADMINISTERED BY PUBLIC AGENCY RETIREMENT SERVICES (PARS) AND U.S. BANK, 2) APPOINTING THE CITY MANAGER AS THE CITY’S PLAN ADMINISTRATOR, 3) AUTHORIZING THE CITY MANAGER TO EXECUTE THE PARS ADMINISTRATIVE SERVICES AGREEMENT AND OTHER DOCUMENTS NECESSARY TO IMPLEMENT THE PROGRAM, AND 4) APPROPRIATING $1.0 MILLION OF FY 2023-24 GENERAL FUND DESIGNATED RESERVES TO FUND THIS POST-EMPLOYMENT BENEFITS TRUST PROGRAM. CEQA: This is not a project subject to CEQA. No Public Comment was received. A motion was made by Councilmember Pabon-Alvarado, seconded by Vice Mayor Cruz, that this RESOLUTION be Adopted. The motion carried by the following vote: Aye: 5- Pineda, Ponce, Cruz, Pabon-Alvarado, and Xavier Enactment No: RES 2023-166 4. 23-471 CONSIDER RESOLUTION (1) ACCEPTING THE PRESENTATION ON THE CITY’S 10-YEAR LONG-RANGE FINANCIAL PLAN TO INCLUDE THE BASELINE FINANCIAL MODEL, BUDGET ASSUMPTIONS AND PRELIMINARY RECOMMENDED MEASURES TO REDUCE GENERAL FUND OPERATING DEFICITS AND SUBSIDIES AS FORECASTED FOR PERIOD 2024-2034; (2) AMENDING THE FY 2023-25 CITY COUNCIL PRIORITY WORKPLAN TO INCLUDE NEW RECOMMENDED STRATEGIC BUDGET INITIATIVES FOR FY 2025-27 PERIOD; AND (3) AUTHORIZING THE CITY MANAGER TO EXPLORE FEASIBILITY AND RECOMMEND FUTURE IMPLEMENTATION OF STRATEGIC BUDGET INITiATIVES AND MEASURES TO REDUCE FORECASTED GENERAL FUND DEFICITS AND SUBSIDIES PRIOR TO ADOPTION OF THE PROPOSED FY 2025-2027 MULTI-YEAR GENERAL FUND OPERATING BUDGET, EFFECTIVE JULY 1, 2024 CEQA: This is not a project subject to CEQA.
