COUNCIL CHAMBERS – 303 S. CLEAR STREET In compliance with Chapter 551, Govt. Code, Vernon's Texas Codes Annotated (OPEN MEETINGS LAW). I. Call to Order and announce quorum is present II. Invocation and Pledges III. Public Comments: Citizens who desire to address the Council on any matter may sign up to do so prior to this meeting. Public comments will be received during this portion of the meeting. Please limit comments to three (3) minutes. No discussion or final action will be taken by the Council. IV. Presentations: 1. “Employee of the Month” award for August 2025. V. Consent Agenda Items: All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. 1. Minutes from July 8, 2025, City Council Meeting and Budget Workshop. 2. Payment of bills presented to City Council. 3. Approve Resolution No. 2025-32 a Resolution waiving Ordinance defining noise nuisances for Maria Lopez, August 30th, 2025 at Mill Pond Park Gazebo. 4. Approve Resolution No. 2025-33 a Resolution waiving Ordinance defining noise nuisances for Madison Rambo, September 4th and September 5th, 2025 at Risien West Slab. VI. Discussion/Action Items: 1. Discuss, consider and take possible action approving Resolution No. 2025-34, a Resolution of the City of San Saba, Texas temporarily waiving certain permit fees for construction work related to the repair of structures damaged as a result of the July 4th, 2025 Flood Event; CITY COUNCIL AGENDA AUGUST 12, 2025 Providing an expiration of the waiver of fees; Providing for a temporary increase in the term a Recreational Vehicle may be used as temporary housing; providing findings of facts; providing an open meetings clause; and providing an effective date. 2. Discuss, consider, and take possible action regarding Resolution No. 2025-35, a Resolution of the City of San Saba, Texas in regard to a Finance Contract between the City of San Saba and Government Capital Corporation for the Purpose of Financing a “Vehicle” for the San Saba Police Department. 3. Discuss, consider, and take possible action regarding Resolution No. 2025-36, a Resolution of the City of San Saba, Texas in regard to a Finance Contract between the City of San Saba and Government Capital Corporation for the purpose of Financing a “Mower & Sprinkler System”. BUDGET WORKSHOP Budget Workshop for 2025-2026 fiscal year. At this final Budget Workshop meeting, the following department budgets will be discussed: Street Expenses (Amended); Police Expenses (Amended); Rec. Center Expenses (Amended); Electric Admin. Expenses (Amended); Revenues with the exception of Golf; General; Street; Code; Parks; Municipal Court; Emergency Management; Police; Shop; Health; Rec. Center; Water Administration; Water Plant; Water Distribution; Waste Water Admin.; Waste Water Plant; Wastewater Coll.; Electric Admin.; Electric Dist.; Garbage; Debt Service Revenue; Debt Service Expense. No final decisions will be made regarding budgets at this meeting. XIII. Adjourn The City Council reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed, as authorized by the Texas Government Code, Section 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.087 (Economic Development).
