SAND SPRINGS – POGUE AIRPORT Airport Advisory Board MINUTES Thursday, May 10, 2018 5:30 p.m. Airport Terminal Conference Room Sand Springs-Pogue Airport 3200 Airport Road Sand Springs, Oklahoma 74063 MEMBERS PRESENT: Dr. Tom Campbell, Chairman Dr. Mark Manahan, Vice-Chairman Robert Fleenor, Secretary Joe Stephenson Leia Anderson Rick Westcott ABSENT: David Kvach ALSO PRESENT: Ken Madison, Airport Supervisor Sunnie Smith, Recording Secretary Sandy Ullrich The Airport Advisory Board met in a regular session on Thursday, May 10, 2018 In the Airport Terminal conference room at the Sand Springs - Pogue Airport, pursuant to the agenda filed with the City Clerk’s office, and posted at 10:00 a.m. on May 7, 2018 on the bulletin board located in the first floor lobby of the Sand Springs Municipal Building, 100 East Broadway Sand Springs, Oklahoma 74063. 1. Call to Order Chairman Campbell called the meeting to order at 5:36 p.m. 2. Roll Call Chairman Campbell called for individual roll call with members replying in the following manner: Dr. Campbell, here; Dr. Manahan, here; Mr. Fleenor, here; Mr. Stephenson, here; Mrs. Anderson, here; Mr. Kvach, no answer; Mr. Westcott; here. 3. Minutes The minutes of the March 8, 2018 Regular Airport Advisory Board meeting were included in the agenda packets for the Board’s review and approval. A motion was made by Dr. Manahan and seconded by Mr. Fleenor that the minutes of the March 8, 2018 Airport Advisory be approved as written. Chairman Campbell called for the vote recorded as follows: Mr. Fleenor, aye; Dr. Manahan, aye; Dr. Campbell, aye; Mr. Stephenson, aye; Mrs. Anderson, aye; Mr. Kvach, no response; Mr. Westcott, aye. 4. ISR 1000 COMMITTEE REPORT Committee Chairman updated the Board Members on airport improvements, upcoming events and any other activities including scheduled events of interest to the Board Members. Discussion Item Only. 5. OSAGE NATION REQUESTING APPLICATION FOR A FEDERAL AVIATION ADMINISTRATION UAS PILOT PROGRAM Discussion Item Only. 6. PROPOSED NEW GROUND LEASE FOR ULLRICH AVIATION Board members will discuss, review and consider recommendation to Sand Springs Municipal Authority (SSMA) for proposed new ground lease for Ullrich Aviation 15 Aircraft. A motion was made by Mr. Stephenson and a seconded was made by Mr. Fleenor to approve the lease as written. Chairman Campbell called for the vote recorded as follows: Mr. Fleenor, aye; Dr. Manahan, aye; Dr. Campbell, aye; Mr. Stephenson, aye; Mrs. Anderson, aye; Mr. Kvach, no response; Mr. Westcott, aye. 7. ENGINEERS REPORT Staff and board members discussed ay pending airport CIP projects of interest, FAA/OAC funding. Discussion Item Only. 8. AIRCRAFT HANGAR CONSTRUCTION Staff and board discussed the airport hangar construction at Sand Springs Pogue Airport. Discussion Item Only. 9. AIRPORT SUPERVISOR’S MONTHLY MANAGEMENT REPORT The board and staff reviewed and discussed the monthly management report for April 2018. Discussion Item Only. 10. ADJOURNMENT The next meeting is scheduled for Thursday, June 14, 2018. OSAGE NATION REQUESTING APPLICATION FOR A FEDERAL AVIATION ADMINISTRATION UAS PILOT PROGRAM Staff and Board members will discuss The Osage Nation Application to FAA to fund an Unmanned Aircraft System (UAS) program that includes establishing an aerial corridor from the former Tulsa Downtown Airpark to Hominy Airport and Ranch west of Hominy. Items to be discussed: a) Osage Nation UAS Program NO ACTION 6. PROPOSED NEW GROUND LEASE FOR ULLRICH AVIATION 15 AIRCRAFT STORAGE T-HANGARS Board members will discuss, review and consider recommendation to Sand Springs Municipal Authority (SSMA) for proposed new ground lease for Ullrich Aviation 15 Aircraft T-hangars. a) Board members will consider recommendation to SSMA for proposed new ground lease with Ullrich Aviation for 15 Aircraft Storage T-Hangar ACTION:______________________________________________________________ 7. ENGINEERS REPORT Staff and Board members will discuss any pending airport CIP projects of interest, FAA/OAC funding. Items to be discussed: a) Update on upcoming/proposed FAA/OAC/local funded projects for the airport. ACTION:______________________________________________________________ 8. AIRCRAFT HANGAR DEVELOPMENT Board Members and Staff will discuss airport hangar construction, infrastructure, codes and any other information associated with hangar development at airport. Items to be discussed: b) Construction of hangars, infrastructures, codes and information for hangar development. ACTION: _____________________________________________________________ 9. AIRPORT SUPERVISOR’S MONTHLY MANAGEMENT REPORT The Airport Supervisor will update Board members about upcoming events, activities, and general operations of the airport. Items to be discussed: a) Monthly Management Report. b) Updates Ullrich Aviation Hangar, Sand Springs Home Hangar ACTION:______________________________________________________________ 10.
