City of Sand Springs BOARD OF ADJUSTMENT REGULAR MEETING MINUTES April 16, 2018 – 6:00 p.m. Municipal Building 100 East Broadway, Room 203 MEMBERS PRESENT: Nancy Riley, Chairperson 9-0 Kenny Roberts, Vice-Chairman 5-4 Larry Johnston, Secretary 8-1 Dianne Dinkel 8-0 MEMBERS ABSENT: Dennis Currington 5-4 OTHERS PRESENT: Brad Bates, City Planner/Asst Director-Community Dev. Cynthia Webster, Recording Secretary The Board of Adjustment met in regular session on April 16, 2018, at 100 E. Broadway, Council Chambers Room 203, Sand Springs, Oklahoma, pursuant to the agenda filed with the City Clerk’s office and posted at 8:45 a.m., on April 11, 2018, on the digital display board located in the first floor lobby of the Sand Springs Municipal Building, 100 East Broadway, Sand Springs, Oklahoma, 74063, and on the City of Sand Springs Website www.sandspringsok.org. 1. Call to Order Chairperson Riley called the meeting to order at the noted time of 6:42 p.m., due to a lengthy Planning Commission meeting that began at 4:00 p.m. which just concluded. 2. Attendance Chairperson Riley called for an individual roll call with members replying in the following manner: Mr. Johnston, here; Mr. Roberts, here; Ms. Riley, here; Mr. Currington, no response; Ms. Dinkel, here. Mr. Currington was noted as absent. 3. Consider Approval of Minutes of BOA Meeting of March 18, 2018 The minutes of the March 18, 2018, Regular Board of Adjustment meeting were presented for members’ review and/or approval. Board members were provided with revised minutes with additional language as suggested by Mr. Johnston. Mr. Johnston made a motion to approve the Revised Minutes of the March 18, 2018 regular Board of Adjustment meeting, as presented. Ms. Dinkel seconded the motion. With no further discussion, Chairperson Riley called for the vote recorded as follows: Mr. Johnston, aye; Mr. Roberts, aye; Ms. Riley, aye; Ms. Dinkel, aye. The motion carried 4-0-0. 4. SSBOA-738 BOA Minutes April 16, 2018 City Planner Bates presented the staff report. The subject properties are located at 411 and 421 S. Lincoln Ave. The applicant is requesting a Special Exception to the Sand Springs Zoning Code, Section 9.02.A.1 to allow an all-metal building in an IH district. This applicant was before the Board in May 2017 requesting relief from 9.02.A.1, 9.02.A.2 and 9.02.A.3 regarding façade requirements. After revising the drawings, applicant determined that the front façade actually met Code requirements and relief was granted for only the side and rear facades. Applicant is now back before this Board seeking relief from the front façade requirement due to recent all-metal building approvals in the general area. Grady Whitaker was present for applicant and stated that between the two buildings the front façade expense was quite high and his client would now like to seek relief from that requirement. Mr. Johnston made a motion to approve SSBOA-738 as presented. Ms. Dinkel seconded the motion. With no further discussion, Chairperson Riley called for the vote recorded as follows: Mr. Johnston, aye; Mr. Roberts, aye; Ms. Riley, nay; Ms. Dinkel, aye. The motion carried 3-1-0. 5. Director’s Report City Planner Bates thanked the Board for their commitment and dedication. 6.
