The Sand Springs City Council met in special session on February 11, 2010 in Room
#211 of the Sand Springs Municipal Building pursuant to the Special Meeting Notice
and Agenda filed with the City Clerk’s office and posted, at 4:30 p.m. on February 9,
2010, on the bulletin board located in the first floor lobby of the Sand Springs Municipal
Building, 100 East Broadway, Sand Springs, Oklahoma 74063.
1. Call to Order
Mayor Walker called the meeting to order at the noted time of 5:15 p.m.
2. Roll Call
Mayor Walker called for an individual roll call with members replying in the
following manner:
Mr. Phillips, here; Mr. Nichols, here; Mr. Jackson, here; Mr. Burdge, no response;
Mr. Walker, here; Mr. Neal, no response; Mr. Sherrill, here.
It was noted for the record that Vice Mayor Burdge and Councilman Neal were
absent from this meeting.

3. Invocation
Following Roll Call, Councilman Jackson delivered the invocation.
4. Pledge of Allegiance
Following the Invocation, Councilman Phillips led the Pledge of Allegiance.
5. Resolution No. 10-12 – Cancelling the Municipal Election
Mayor Walker informed Council of the request for approval of Resolution No. 10-
12, a resolution of the City Council of the City of Sand Springs, finding that
pursuant to the Sand Springs City Charter, Sections 6-3 and 6-6, there are not two
candidates for Council Ward 2, cancelling the Municipal Election scheduled on
March 2, 2010, and directing Notice to the Tulsa County Election Board.
Councilman Phillips questioned whether Ms. McFarland submitted her withdrawal
from the election in writing.
City Attorney David Weatherford stated that Ms. McFarland notified the City Clerk’s
office by phone, followed by a meeting with Assistant City Manager Kevin Nelson
and himself to submit her withdrawal in writing. Prior to the meeting, City staff had
contacted the Tulsa County Election Board, as well as the State Election Board, on
how best to proceed to cancel the election.
Following discussion a motion was made by Councilman Sherrill and seconded by
Councilman Jackson that the requested approval of Resolution No. 10-12, a
resolution of the City Council of the City of Sand Springs, finding that pursuant to
the Sand Springs City Charter, Sections 6-3 and 6-6, there are not two candidates
for Council Ward 2, Cancelling the Municipal Election scheduled on March 2, 2010,
and directing Notice to the Tulsa County Election Board, as presented, be
approved.
Mayor Walker called for the vote recorded as follows:
Mr. Sherrill, aye; Mr. Walker, aye; Mr. Jackson, aye; Mr. Nichols, abstain; Mr.
Phillips, aye.
The motion carried 4-0-1.

6. Adjournment
There being no other discussion, the meeting adjourned at the noted time of 5:20 p
.m.
