Consent Agenda All matters listed under “Consent” are considered by the City Council to be routine and will be enacted by one motion. Any Council member may, however, remove an item from the Consent Agenda by request. A) Approval of the minutes of the August 23, 2010 special City Council meeting. B) Approval of a transfer of appropriation in the Capital Improvement Fund for an increase to the Expense – Golf Course Pond Improvements line item in the amount of $10,000.00 and a decrease to the Expense – Sand Springs Lake Spillway Improvements line item in the amount of $10,000.00. C) Approval of the project for the Sand Springs Golf Course Pond Improvements – Tree and Brush Removal and Tall Grass Cutting to Gentry McDonald Austin in the amount of $24,500.00.  CITY COUNCIL AGENDA SEPTEMBER 13, 2010 PAGE 2 D) Approval of the project for the Sand Springs Golf Course Pond Improvements Professional Engineer’s Inspection and 2010 OWRB Report Filing to Keithline Engineering Group, PLLC in the amount of $2,700.00. E) Approval of the 2011 Oklahoma Highway Safety Grant Agreement. F) Approval of a supplemental appropriation in the General Fund for an increase to the Revenue – OHSO Grant line item in the amount of $25,800.00 and an increase to the Expenditure – Police Department line item in the amount of $25,800.00. G) Approval of a supplemental appropriation in the General Obligation Bond 2002 Fund for an increase to the Expenditure – Citywide Park Improvements line item in the amount of $51,000.00 and a decrease to the Ending Unrestricted Fund Balance line item in the amount of $51,000.00 H) Approval of a request for street closure from 5:30 to 7:30 p.m. on September 23, 2010 to accommodate the 2010 Charles Page High School Homecoming Parade. I) Approval of an award of bid to Air Solutions Heating and Cooling, Inc. for replacement of the HVAC units for the Sand Springs-Pogue Airport Terminal in an amount not to exceed $30,714.00. 6. Floodplain Management Plan Update A) Presentation The Floodplain Administrator will make a presentation regarding the Floodplain Management Plan Update.  CITY COUNCIL AGENDA SEPTEMBER 13, 2010 PAGE 3 B) Public Input Council will solicit public input regarding the Floodplain Management Plan Update. 7. Correspondence The following correspondence is provided to Council for their review and information. A) Regular monthly bills. B) A letter, dated August 24, 2010, from Cox Communication regarding a subscription service to NFL RedZone. 8. City Manager’s Report The City Manager will update the City Council about recent and upcoming events and projects, including events of interest to the Council and the general operations of the City. No action is to be taken by the Council. 9. Executive Session A) Council will consider retiring into Executive Session for the purpose of discussion related to City of Sand Springs v. Blossom Day Care, property acquisitions for the Wekiwa Road Project, in accordance with Title 25, Section 307(B)(3) and Section 307(B)(4); and discussion of pending litigation, Sand Springs Materials v. City of Sand Springs, and Zimmerman Properties, LLC v. City of Sand Springs, in accordance with Title 25, Section 307(B)(4). B) Council will consider returning to the City Council meeting following the Executive Session.  CITY COUNCIL AGENDA SEPTEMBER 13, 2010 PAGE 4 C) Council will consider and take any action deemed appropriate by the City Council as a result of the Executive Session. 10.
