Consent Agenda All matters listed under “Consent” are considered by the City Council to be routine and will be enacted by one motion. Any Council member may, however, remove an item from the Consent Agenda by request. A) Approval of the minutes of the September 13, 2010 regular City Council meeting. B) Approval of the minutes of the September 21, 2010 special City Council meeting. C) Approval of the monthly Transfers of Funds.  CITY COUNCIL AGENDA SEPTEMBER 27, 2010 PAGE 2 D) Approval of amendments to the FY11 budget to include purchase orders, project, and grant rollovers; and fund balance adjustments from FY10. E) Approval of an award of bid, to replace the existing HVAC units on airport terminal with Carrier Seer 15 Heat Pumps, to Air Solutions Heating and Cooling, Inc. for an not to exceed amount of $31,764.00. F) Approval and submission of an updated copy of the Emergency Operations Plan (EOP) for the City of Sand Springs, the EOP is updated annually for the State Office of Emergency Management as a condition of our Emergency Management State and Local Assistance Grant. G) Approval of the award of the 41st Street Sidewalk Connection project – Bid No. 980 to Pavement Conservation Specialists, Inc. for the Base Bid and Alternates 1-3 inclusive, in the amount of $462,109.30 and authorizing the Mayor to sign all related documents. H) Approval of the Final Plat Bigheart Addition subdivision consisting of 1 Lot on 1 Block on 26 acres, more or less. The subject property is generally located near 81st West Avenue and Old North Road in Section 1, Township 19 North, Range 11 East, Tulsa County, Oklahoma, The property is zoned AG, Agriculture District. The Planning Commission recommends approval of the Final Plat for Bigheart Addition subdivision. I) Approval of the Floodplain Management Plan Update. J) Approval of an Engineering Agreement with Crafton Tull Sparks and Associates, Inc. for an Investment Grade Energy Audit of the Municipal Building (Phase I of the SEECBG project).  CITY COUNCIL AGENDA SEPTEMBER 27, 2010 PAGE 3 6. Museum Report Patty Dixon, Sand Springs Museum Association, will provide a brief report of Museum activities, special exhibits and events. 7. Public Hearing for Tulsa County CDBG Urban County Program Citizen Input Council will conduct a Public Hearing to receive recommendations on housing needs for Sand Springs as part of the FY2008 and FY2009 Tulsa County CDBG Urban County programs. Citizens are requested to express their views on allocation of funds under said program. 8. Ordinance No. 1204 – Specific Use Permit A) Ordinance No. 1204 – Specific Use Permit Council will consider approval of Ordinance No. 1204, modifying the Specific Use Permit Ordinance of the City of Sand Springs. B) Emergency Clause Council will consider the adoption of an Emergency Clause with Ordinance No. 1204. 9. Financial Reports The regular monthly Financial Reports for all funds are provided to Council for their review and information. 10. Correspondence The following correspondence is provided to Council for their review and information. A) Regular monthly bills.  CITY COUNCIL AGENDA SEPTEMBER 27, 2010 PAGE 4 B) A letter, dated September 13, 2010, from Cox Communication regarding the additional of Cox Sports Television to the Sports and Information Pak on digital channel 269. 11. City Manager’s Report The City Manager will update the City Council about recent and upcoming events and projects, including events of interest to the Council and the general operations of the City. No action is to be taken by the Council. 12. Executive Session A) Council will consider retiring into Executive Session for the purpose of discussion related to City of Sand Springs v. Blossom Day Care, property acquisitions for the Wekiwa Road Project, in accordance with Title 25, Section 307(B)(3) and Section 307(B)(4); and discussion of pending litigation, Sand Springs Materials v. City of Sand Springs, and Zimmerman Properties, LLC v. City of Sand Springs, in accordance with Title 25, Section 307(B)(4). B) Council will consider returning to the City Council meeting following the Executive Session. C) Council will consider and take any action deemed appropriate by the City Council as a result of the Executive Session. 13.
