All matters listed under “Consent” are considered by the City Council to be
routine and will be enacted by one motion. Any Council member may, however,
remove an item from the Consent Agenda by request.
A) Approval of the minutes of the September 27, 2010 regular City Council
meeting.
B) Approval of the Transportation Enhancement project Supplemental and
Modification Agreement No. One with the Oklahoma Department of
Transportation, and authorization for the Mayor to sign all related documents for
the Bikeways Safety Enhancement Project.
The Public Works Advisory Committee reviewed this item on August 17, 2010.

C) Authorization for staff to solicit and receive bids for construction of the
Bikeways Safety Enhancement project.

D) Approval of Amendment No. One to the Agreement with Garver, L.L.C.
adding Construction Management Services for the Bikeways Safety
Enhancement project.

E) Acceptance of water and sanitary sewer improvements serving the IHOP
Restaurant.
F) Approval of a supplemental appropriation in the Street Improvement Fund for
an increase in the Expenditure – 113th West Avenue Widening line item in the
amount of $4,100.00 and a decrease to the Ending Unrestricted Fund Balance
line item in the amount of $4,100.00.
6. Public Hearing for Annexation – The Ridge Subdivision
City Council will conduct a public hearing and consider approval of Ordinance
1203, which will annex ±19.70 acres, lying in Sections 34 & 35, Township 20
North, Range 11 East, Osage County, Oklahoma generally located west of
McKinley Avenue, north of the Osage/Tulsa County line, and west of the
Blackjack Ridge golf course. On September 20, 2010, the Planning Commission
held a public hearing to discuss this annexation request and Ordinance 1203.
The Planning Commission voted 5-0-0 to recommend the annexation application
return to the Planning Commission for additional discussion during its October
18, 2010 meeting.

7. Resolution No. 10-32 - Notice of Proposed Annexation – 200 South Broad
Street, Halls Garden Addition
Council will consider approval of Resolution No. 10-32, a Notice of Proposed
Annexation, which will call for the publication of a notice of its intent to annex
±0.24 acres (10,643 s.f.), more or less, lying in Section 10, Township 19 North,
Range 11 East, Tulsa County, Oklahoma, generally located behind Walmart,
north of the northwest corner of Broad Street and Long Street. Said Notice will
call for a Public Hearing on November 22, 2010, at 7:00 p.m.
8. Consent Order Addendum, Case No. 08-286(A) – Acceptance of Addendum
Terms and Authorization to Sign
Council will consider acceptance of the terms of Consent Order Addendum, Case
No. 08-286(A), and authorization for the Mayor to sign the Agreement.
9. Resolution No. 10-30 – Process for the Annual John M. Hess Outstanding
Citizenship Award
Council will consider approval of Resolution No. 10-30, establishing a process for
the Annual John M. Hess Outstanding Citizenship Award.
10. Resolution No. 10-31 – Concerning the Waiver of Itinerant Vendor License
Fees
Council will consider approval of Resolution No. 10-31, establishing direction and
policy for staff concerning requests for waiver of itinerant vendor license fees.
11. 2011 Calendar Year Schedule of Regular Meetings for the Sand Springs
City Council
Council will consider approval of the 2011 Calendar Year Schedule of Regular
Meetings for the Sand Springs City Council.

12. Financial Reports
The regular monthly Financial Reports for all funds are provided to Council for
their review and information.
13. Correspondence
The following correspondence is provided to Council for their review and
information.
A) Regular monthly bills.
B) A letter, dated September 20, 2010, from Cox Communication regarding
changes to its High Definition (HD) channel lineup.
C) A letter, dated September 30, 2010, from Senator James M. Inhofe
congratulating the City on receiving a grant from the Department of Justice in the
amount of $338,538 for COPS Hiring Program.
14. City Manager’s Report
The City Manager will update the City Council about recent and upcoming events
and projects, including events of interest to the Council and the general
operations of the City. No action is to be taken by the Council.
15. Executive Session
A) Council will consider retiring into Executive Session for the purpose of
conferring on matter pertaining to appraisal or acquisition of property in the
Keystone Corridor, in accordance with O.S. Title 25, Section 307(B)(3); and for
the purpose of conferring on matters pertaining to economic development in
accordance with O.S. Title 25, Section 307(C)(10); and for the purpose of
discussion only related to individual(s) to be considered for employment as City
Manager in accordance with Title 25, Section 307(B)(1).

B) Council will consider returning to the City Council meeting following the
Executive Session.
C) Council will consider and take any action deemed appropriate by the City
Council as a result of the Executive Session.
16. New Business – Any matter not known about or which could not have been
reasonably foreseen prior to the time of posting the agenda
