MINUTES Sand Springs City Council Special Meeting August 2, 2012 Tulsa Community College – West Campus 7505 West 41st Street – Board Room 1232 Tulsa, Oklahoma 74107-8633 MEMBERS PRESENT: Mayor Mike Burdge Vice Mayor Michael L. Phillips Councilman Dean Nichols Councilman Jesse Honn Councilman Harold G. Neal Councilman Brian Jackson Councilman James Rankin ALSO PRESENT: City Manager Rocky D. Rogers City Attorney David Weatherford Recording Secretary Janice L. Almy ABSENT: None The Sand Springs City Council met in special session on August 2, 2012 in Board Room 1232 of the Tulsa Community College – West Campus building pursuant to the agenda filed with the City Clerk’s office and posted at 3:20 p.m., on July 31, 2012 on the bulletin board located in the first floor lobby of the Sand Springs Municipal Building, 100 East Broadway, Sand Springs, Oklahoma 74063. 1. Call to Order Mayor Burdge called the meeting to order at the noted time of 4:15 p.m. 2. Roll Call Chairman Burdge called for an individual roll call with members replying in the following manner: Vice Mayor Phillips, here; Councilman Nichols, here; Councilman Nichols, here; Councilman Jackson, here; Mayor Burdge, here; Councilman Honn, aye; Councilman Heal, here; Councilman Rankin, here.  CITY COUNCIL MINUTES AUGUST 2, 2012 PAGE 2 3. Retreat Council members, City Manager Rocky D. Rogers, City Attorney David Weatherford, and City Clerk Janice L. Almy participated in a Retreat to discuss operations of the City, including projects completed within the last year, significant policy and charter changes, and issues the City and other metro cities have faced. City Attorney David Weatherford provided Council with an overview regarding Ethics and the Opening Meeting Act. The Retreat was for informational-purposes only. A motion was made by Vice Mayor Phillips and seconded by Councilman Honn to recess the City Council minutes, to be reconvened at approximately 7:00 pm to allow for a dinner break. It was noted that Department Heads would join the meeting at this time. Mayor Burdge called for the vote recorded as follows: Vice Mayor Phillips, aye; Councilman Nichols, aye; Councilman Jackson, aye; Mayor Burdge, aye; Councilman Honn, aye; Councilman Neal, aye; Councilman Rankin, aye. The motion carried 7-0-0. The meeting recessed at the noted time of 6:01 p.m. Following the recess, a motion was made by Vice Mayor Phillips and seconded by Councilman Neal to reconvene the City Council meeting. Mayor Burdge called for the vote recorded as follows: Vice Mayor Phillips, aye; Councilman Nichols, aye; Councilman Jackson, aye; Mayor Burdge, aye; Councilman Honn, aye; Councilman Neal, aye; Councilman Rankin, aye. The motion carried 7-0-0. The meeting reconvened at the noted time of 6:48 p.m. 4. Sand Springs-Pogue Airport Runway Improvements Project Derek Campbell, Public Works Director, requested Council’s approval of Resolution No. 13-01 related to a supplemental appropriation, an FAA grant application, award of bid, utility relocations, and signature authorization for the runway improvement project.  CITY COUNCIL MINUTES AUGUST 2, 2012 PAGE 3 Following discussion a motion was made by Councilman Jackson and seconded by Councilman Neal that the requested approval of Resolution No. 13-01, as presented, be approved. Mayor Burdge called for the vote recorded as follows: Vice Mayor Phillips, aye; Councilman Nichols, aye; Councilman Jackson, aye; Mayor Burdge, aye; Councilman Honn, aye; Councilman Neal, aye; Councilman Rankin, aye. The motion carried 7-0-0. 5. Retreat - Continuation Council members and Administrative staff participated in a Retreat to discuss infrastructures, bonding and Vision 2025 money, Capital projects, as well as reports provided by Department Heads.
