MINUTES Sand Springs City Council Special Meeting August 1, 2013 - 5:30 p.m. Sand Springs Municipal Building 100 East Broadway - Room 203 Sand Springs, Oklahoma 74063 MEMBERS PRESENT: Mayor Mike Burdge Vice Mayor Harold Neal Councilman Michael Phillips @5:32 pm Councilman Dean Nichols Councilman Jesse Honn Councilman Brian M. Almy ABSENT: None The Sand Springs City Council met in special session on August 1, 2013 in Room #203 of the Sand Springs Municipal Building pursuant to the agenda filed with the City Clerk's office and posted at 4:26 p.m. on July 30, 2013, 2013 on the bulletin board located in the first floor lobby of the Sand Springs Municipal Building, 100 East Broadway, Sand Springs, Oklahoma 74063. 1. Call to Order Mayor Burdge called the meeting to order at the noted time of 5:30 p.m. 2. Roll Call Mayor Burdge called for an individual roll call with members replying in the following manner: Councilman Nichols, here; Councilman Honn, here; Councilman Jackson, here; Councilman Phillips, no response; Vice Mayor Neal, here; Mayor Burdge, here; Councilman Jackson, here; Councilman Rankin, here. It was noted that Councilman Phillips arrived at the noted time of 5:32 pm, following Roll Call.  •^wm CITY COUNCIL MINUTES AUGUST 1, 2013 PAGE 2 3. General Obligation Bond Mayor Burdge informed Council of the discussion and possible action regarding the proposed November 2013 General Obligation Bond election. City Manager Rocky D. Rogers provided a PowerPoint presentation regarding the proposed November 2013 General Obligation bond election. Following lengthy discussion, it was recommended that the Proposition No. 1 in the amount of $11,400,000.00 for a new Police and Fire Public Safety Facility remain the same; Proposition No. 2 be reduced to $735,000.00 for the remodel/repurpose of the downstairs portion of the Municipal building and bring the entire Municipal building to current codes, ( and that the remodel of the Council Chambers and roof for the Lincoln building not be included in the Bond) and demolition of the old (current) Fire Station No. 1; and Proposition No. 3 be increased to $2,365,000.00 for major park improvements throughout the parks, including two (2) splash park features on both the north and south side of the River, and interior and exterior repairs of the museum facility, golf course repairs, and improvements at the Keystone Ancient Forest.
