M-1801, BID NO. 1065 AWARD OF BID & CONSTRUCTION ADMINISTRATION SERVICES STAFF RECOMMENDATION: 1) Awarding the Water Treatment Plant Beautification Wall project, (Bid No. 1065) to Crossland Construction Company, Inc. in the amount of $1,113,807.60 and authorize the Mayor to sign the agreement. 2) Approving the proposed Amendment No. 2 to the professional engineering services agreement with Keithline Engineering Group, PLLC for construction administration and periodic construction inspection services associated with the Water Treatment Plant Beautification Wall project at a cost not-to-exceed of $98,118.87. BACKGROUND AND HISTORY: Proposition 4 of the 2017 G.O. Bond included $1,905,500 for City-Wide Beautification and Landscaping. One area mentioned in the proposition was the screening/fencing of the west and north perimeter of the Water Treatment Plant located on the southeast corner of the intersection of Morrow Road and HWY 97. On June 25, 2018, the City executed Amendment No. 1 to the professional engineering services agreement with Keithline Engineering Group, PLLC for design and bidding services for this project. EXECUTIVE SUMMARY: Keithline Engineering Group, PLLC prepared plans and specification and on January 8, 2019, staff received and opened sealed bids from three (3) bidders. Crossland Construction Company, Inc. submitted the lowest total base bid of $1,113,807.60 (see attached bid tabulation). The total base bid includes add alternate 1 which will add lights to every wall column at a cost of $89,850.00. Estimated start of construction is March 2019 with a 210-calendar day contract time. In addition, Amendment #2 is for Keithline Engineering Group, PLLC to perform construction administration and periodic construction inspection services. The three (3) bids were opened and publicly read aloud at 10:00 a.m. No irregularities were found or unit prices out of line. Crossland Construction Company Inc submitted the apparent low TOTAL BASE BID for the amount of $1,113,807.60, which is 2.8% below the Engineers Estimate of $1,146,095.00. Attached herewith is the certified tabulation for bids received. The bid unit prices appear to be considered reasonable.
