MEETING NOTICE AND AGENDA Sand Springs City Council Meeting May 8, 2023 – 6:00 p.m. Sand Springs Municipal Building 100 East Broadway Street – Council Chambers Sand Springs, Oklahoma 74063 For all regular 6:00 p.m. council meetings, pursuant to 25 O.S. 304(2), members of the council may be present beginning at 5:00 p.m. for an informal gathering; no business of the City will be discussed or acted on by a quorum prior to the stated meeting time. 1. Invocation The invocation will be provided by Mr. Matt Barnett; the public is welcome, but not required, to participate. 4. Pledge of Allegiance Pledge of Allegiance will be provided by Councilor Jackson. 5. Proclamation and Presentation – John M. Hess Municipal Award for Outstanding Citizenship Mayor Spoon will read aloud and present a proclamation to Mr. Loy E. Calhoun as the 2023 Recipient of the John M. Hess Municipal Award for Outstanding Citizenship. (Presented by: Mayor Spoon) This item is for recognition purposes only. 6. City Council Swearing-In Ceremony (A-B) A) Mike Burdge Municipal Judge Thomas Askew will administer the Oath of Office to Councilor Mike Burdge, Ward Three. Following the Oath of Office, Mayor Spoon will present the Tulsa County Election Board Certificate of Election to Councilor Burdge. City Council Agenda May 8, 2023 Page 2 Following the presentation, Councilor Burdge will be seated for a three-year term to May 2026. B) Nancy Riley Municipal Judge Thomas Askew will administer the Oath of Office to Councilor- Nancy Riley, Ward Four. Following the Oath of Office, Mayor Spoon will present the Tulsa County Election Board Certificate of Election to Councilor Riley. Following the presentation, Councilor Riley will be seated for a three-year term to May 2026. These items are for ceremonial purposes only. 7. Election of Mayor Councilors will elect a Mayor for a term of one year to May 2024. Motion_________________________ Second_________________________ 8. Election of Vice Mayor After the chair is yielded to the Mayor, the Councilors will elect a Vice Mayor for a term of one year to May 2024. Consent Agenda (A) All matters listed under “Consent” are considered by the City Council to be routine and will be enacted by one motion. Any Council member may, however, remove an item from the Consent Agenda by request. A) Approval, denial, amendment, or revision of a Supplemental Appropriation in the Economic Development Sales Tax Capital Improvement Fund for an Increase to the Expenditure – NW Development Hangars (new project) in the amount of $150,000 and a Decrease to the Ending Unreserved Fund Balance in the amount of $150,000. City Manager’s and Councilors’ Report The City Manager and Councilors will provide updates regarding recent and upcoming events and projects, events of interest, and the general operations of the City.
