SPECIAL MEETING MINUTES Sand Springs City Council Public Works Advisory Conference June 18, 2024 -11 :30 a.in. Sand Springs -Spring Lake Municipal Complex 13101 West 46th Street Conference and Breakroom Sand Springs, OK 74063 www.sandsDrinqsok.ora MEMBERS PRESENT: MayorJim spoon Councilor Cody Worrell Councilor Matt Barnett Councilor Mike Burdge Councilor Nancy Riley Councilor Brian Jackson ALSO PRESENT: City Manager Michael S. Carter City Attorney David L. Weatherford City Clerk Janice L. Almy ABSENT: Vice Mayor Beau Wilson The Sand Springs Cfty Council met in special session on June 18, 2024, in the Conference and Breakroom Of the Sand Springs Spring Lake Munieipal Complex pursuant to the regular meeting notice and agenda filed with the Cfty Clerk's office and posted at 10:30 a.in. on June 13, 2024, on the display beard located at the front entrance of the Sand Springs Municipal Building (Cfty Hall), 100 East Broadway Street, Sand Springs, Oklahoma 74063 1. Calltoorder Mayor Spoon called the meeting to order at the noted time Of 11 :47 a.in. 2. Rollcall Mayor Spcon called for an individual roll call with members replying in the following manner: Councilor Jackson, here; Councilor Worrell, here: Councilor Bamett, here; Mayor Spoon, here; Councilor Riley, here; Councilor Burdge, here; Vlice Mayor Wilson, no response. It was noted for the record that Vlce Mayor Wilson was absent from said meeting. CITY COUNCIL MINUTES JUNE 18, 2024 PAGE 2 3. New and ongoing proiects and Events Discussion -lnformational only Council and staff discussed the following new and ongoing projects and events: A) Jeff wesifell, Engineer, provided an overview of the 2023 CDBG Manhole project, including the change order(s) and final acceptance to be considered by Cfty Council at a future meeting. 8) Cody Blair, Engineer, provided an overview of a resolution as it relates to Rough Grading for 777e Trat./s Subdivision (65 Acres) prtyect. C) Code Blair, Engineer, provided an overview regarding the release Of retainage to Shrum Excavation as it relates to Case Park Road and 9 Acre Site project. D) Mike carter, Cfty Manager, provided an overview of the llluminated street Sisns project for the replacement/installation Of four-way signs at the City's major intersections with sisnal lishts. E) Derek Campbell, Public Works Director, provide an overview Of the proposed Metropolitan Environmental Trust (M.e.t.) Agreement for Fiscal Year 2025 and related costs and programs. F) Frank weigle, Raw water system Division supervisor, informed council of a request from Oklahoma Department Of Vviidlife Request as it relates to use Of Shell Creek Lake for the purpose Of a researoh project for tracking/monitoring Smallmouth Buffalo fish and hosting a fishing tournament. G) No items were presented underthe topic of "Updates on ourrent projects." H) No ifems were presented underthe topic of"Upcoming events." Items 3A-3H were for informational purposes only with no action by Council. 4. Cit\/ Manaaer's and council Members' Report The Cfty Manager and Council Members provided updates regarding recent and upcoming events and projects, events of interest, and the general operations Of the Cfty, as folleus: A) Mike Carter, Cfty Manager, reported on the results Of last nieht's Planning Commission meeting regarding Item No. 8. SSSM-001 and No. 9 SSSM-002 as these items related to setback for closed/plugged and active wells. CITY COUNCIL MINUTES JUNE 18, 2024 PAGE 3 8) Jeff Westfall, Engineer, provided a brief update of the Berryhill Sewer Line project include advertising and bid opening date of July 16, 2024. C) Jeff Westfall, Engineer, provided a brief update regarding the Airport Sewer Line project and relating ARPA funds. D) Derek Campbell, Public Works Director, informed Council of outstanding Change Orders for the Main Street Widening project, which was an 80/20 split project with ODOT. E) Mike Carter, City Manager, informed Council of a recent meeting with ODOT representatives regarding the HWY 97 Widening project, possible signage along HVVY 97T, as well as other ODOT-related items. F) Mike Carter, City Manager, recognized the pad site work by our Public Work Construction Crew's work in Sheffleld Crossing for a future restaurant/business. G) Mike Carter, Cfty Manager, provided an update relating to the soil issues and possible solutions for the site Of the future Animal Welfare facil.rty. H) Councilor Burdge informed Council Of the upcoming Legislative Sessions and encouraged Councilors to get involved in the meetings held by INCOG and OML in this regards. I) Jennifer swezey, Assistant cfty Manager, informed council that Request For Proposals for ambulance services were advertised, with proposals due on or before June 28, 2024.
