This allows FEMA to respond and provide 75% of the recover funding in a payback grant. The State of Oklahoma has normally provided 12.5% of the remaining liability and the local government 12.5% for the total of 100%. We have been informed that the State will no longer be providing the 12.5%. We have also learned that the last three disasters have not been funded by the State of Oklahoma. Oklahoma is not a "stop and identify" state, meaning police cannot compel you to provide identification if you are not driving or suspected of a crime. This leads to challenges for Law Enforcement when dealing with people who they have reasonable suspicion may be committing a crime, but it has not risen to the level of probable cause. Examples of cases that this could be an issue are but not limited to stalking, violation of protective orders, immigration enforcement, and other events where a suspect is walking or the passenger of a vehicle and not driving. Details: The City of Sand Springs expresses its support for levee improvements and commits to assist Tulsa County Drainage District No. 12 with the improvement project, directing city staff to submit to the council, as appropriate, those approvals that are necessary for the project to proceed. $WWDFKPHQWV: Resolution 26-02  CITY OF SAND SPRINGS SAND SPRINGS, OKLAHOMA RESOLUTION No. 26-02 A RESOLUTION SUPPORTING LEVEE REHABILITATION WHEREAS, the Tulsa-West Tulsa Levee System was constructed in 1945, under the direction of the U.S. Army Corps of Engineers and covers approximately 20 miles of the Arkansas River, Black Boy Creek, Harlow Creek and Cherry Creek. WHEREAS, Tulsa County Drainage District No. 12 is responsible for providing the operation and maintenance for the system, which protects an estimated $2 billion in infrastructure in Sand Springs, West Tulsa and Tulsa County as well as the citizens who live there. WHEREAS, state and federal funding has been appropriated for needed levee upgrades to provide long-term protection for the affected areas. WHEREAS, support for the levee improvements is in the best interest of the citizens of the City of Sand Springs; THEREFORE, BE IT RESOLVED by the City Council of the City of Sand Springs as follows: The City of Sand Springs expresses its support for levee improvements and commits to assisting Tulsa County Drainage District No. 12 with the improvement project, directing city staff to submit to the council, as appropriate, those approvals that are necessary for the project to proceed.
