The Sand Springs Municipal Authority met in regular session on August 27, 2018, in
Room No. 203 of the Sand Springs Municipal Building pursuant to the agenda filed with
the City Clerk’s office and posted at 4:00 p.m., on August 22, 2018, on the display board
located in the first floor lobby of the Sand Springs Municipal Building, 100 East
Broadway, Sand Springs, Oklahoma 74063.
1. Call to Order
Chairman Burdge called the meeting to order at the noted time of 8:02 p.m.
2. Roll Call
Chairman Burdge called for an individual roll call with members replying in the
following manner:
Trustee Jackson, here; Trustee Dixon, here; Trustee Spoon, here; Vice Chairman
Nollan, here; Chairman Burdge, here; Trustee Hamner, here; Trustee Wilson, here.

3. Consent Agenda (A-D)
Chairman Burdge informed Trustees that all matters listed under Consent Agenda
to be considered by Trustees are to be routine and will be enacted by one motion.
Chairman Burdge noted that questions or clarification on any Consent Agenda item
may be addressed prior to taking action. Chairman Burdge requested if Trustees
had questions or needed clarification on any Consent Agenda item.
There being none, Chairman Burdge noted any Trustee may remove an item from
the Consent Agenda by request. Chairman Burdge requested if Trustees had
items to be removed from the Consent Agenda.
There being none, Chairman Burdge called for a motion regarding Consent
Agenda Items 3A through 3D.
A motion was made by Trustee Spoon and seconded by Vice Chairman Nollan to
approve the Consent Agenda Items No. 3A through 3D:
A) The minutes of the July 23, 2018, regular Municipal Authority meeting.
B) The monthly Transfers of Funds.
C) The 2019 calendar year schedule of regular meetings for the Sand Springs
Municipal Authority.
D) Resolution No. M19-02, a resolution approving amendment No. 1 to an
engineering contract, authorizing bid of the project, authorizing an award of
contract if within budget, authorizing payment and authorizing the signature of all
related documents as it relates to One Way Surge Tank in the Skiatook Raw Water
Conveyance System.
Chairman Burdge called for the vote recorded as follows:
Trustee Wilson, aye; Trustee Hamner, aye; Chairman Burdge, aye; Vice Chairman
Nollan, aye; Trustee Spoon, aye; Trustee Dixon, aye; Trustee Jackson, aye.
The motion carried 7-0-0.
4. Bid No. 1062 – Rear Loading Solid Waste Truck
A) City Engineer Jesse Vaverka requested Trustees’ approval of a supplemental
appropriation in the Municipal Authority Short Term Capital Fund for an increase to
the Revenue – Transfers In: Municipal Authority Solid Waste Utility Fund in the
amount of $7,012, and an increase to the Expense –Solid Waste Residential-Autos
& Truck in the amount of $7,012; and in the Municipal Authority Solid Waste Utility

Fund for an increase to the Expense – Transfers Out: Municipal Authority Short
Term Capital Fund in the amount of $7,012, and a decrease to the Ending
Unrestricted Net Assets in the amount of $7,012.
A motion was made by Trustee Wilson and seconded by Vice Chairman Nollan
that the requested approval of a supplemental appropriation in the Municipal

1062 to Summit Truck Group for the Crane Carrier Chassis with the LoadMaster
body type, rear loading solid waste truck, in the amount of $257,012.
A motion was made by Trustee Jackson and seconded by Trustee Wilson that the
requested approval of Award of Bid No. 1062 to Summit Truck Group for the Crane
Carrier Chassis with the LoadMaster body type, rear loading solid waste truck, in
the amount of $257,012, as presented, be approved.
Chairman Burdge called for the vote recorded as follows:
Trustee Wilson, aye; Trustee Hamner, aye; Chairman Burdge, aye; Vice Chairman
Nollan, aye; Trustee Spoon, aye; Trustee Dixon, aye; Trustee Jackson, aye.
The motion carried 7-0-0.
