The Sand Springs Municipal Authority met in regular session on July 27, 2020, in the
Council Chambers of the Sand Springs Municipal Building pursuant to the regular
meeting notice and agenda filed with the City Clerk’s office and posted at 10:00 a.m., on
July 23, 2020, at the front entrance of the Sand Springs Municipal Building, 100 E.
Broadway, Sand Springs, Oklahoma 74063.
1. Call to Order
Chairman Spoon called the meeting to order at the noted time of 7:05 p.m.
2. Roll Call
Chairman Spoon called for an individual roll call with members replying in the
following manner:
Trustee Jackson, here; Trustee Nollan, here; Trustee Burdge, here; Vice Chairman
Dixon, here; Chairman Spoon, here; Trustee Riley, here; Trustee Wilson, here.

3. Consent Agenda (A-D)
Chairman Spoon informed Trustees that all matters listed under Consent Agenda
to be considered by Trustees are to be routine and will be enacted by one motion.
Chairman Spoon noted that questions or clarification on any Consent Agenda
items may be addressed prior to taking action. Chairman Spoon requested if
Trustees had questions or needed clarification on any Consent Agenda items or
whether any items needed to be considered separately.
There being none, Chairman Spoon called for a motion regarding Consent Agenda
Items No. 3A-3D.
A motion was made by Trustee Wilson and seconded by Trustee Nollan to approve
the Consent Agenda Items No. 3A-3D:
A) The minutes of the June 22, 2020, rescheduled regular Municipal Authority
meeting.
B) An agreement with Waste Management of Oklahoma for an Uncompacted
Solid Waste disposal fee of $24.41 per ton for a term of five (5) years, effective
August 1, 2020, through July 31, 2025; agreement may be renewed in one (1) year
increments up to an additional three (3) years if mutually agreed in writing each
year by both parties.
C) Resolution No. M21-02, a resolution renewing, ratifying and reaffirming, for
Fiscal Year 2020-2021, the “Sales Tax Agreements” between the City of Sand
Springs and the Sand Springs Municipal Authority.
D) Change Order No. 1 to the Emergency Repair Contract with T-G Excavating,
Inc. in the amount of $13,008 (Sand Springs 60% share equals $7,804.80) for
bonds and insurance to permit a one-year extension of the contract through August
15, 2021, as it relates to the Skiatook Raw Water Conveyance System .

4. Resolution No. M21-01 – Tax Increment Financing District – Increment
District No. 3, City of Sand Springs, Oklahoma
Nate Ellis, Oklahoma Public Finance Law, requested Council’s approval of
Resolution No. M21-01, a resolution accepting the responsibilities as designated to
the Sand Springs Municipal Authority (the “Authority”) by the City of Sand Springs,
Oklahoma (the “City”) pursuant to the Webco Industries (Rader Center) Economic
Development Project Plan adopted by the City; approving and authorizing the
execution of an Economic Development Agreement by and among the Authority,
the City, and Webco Industries, Inc.; approving and authorizing the execution of a
Security Agreement by and between the Authority and the City pertaining to the tax
increment revenues; approving the use of assistance in development financing;
and containing other provisions relating thereto.
A motion was made by Trustee Wilson and seconded by Trustee Nollan that the
requested approval of Resolution No. M21-01, a resolution accepting the

SUBJECT:
2021 CALENDAR YEAR SCHEDULE FOR REGULAR MEETINGS OF THE SAND
SPRINGS CITY COUNCIL AND THE SAND SPRINGS MUNICIPAL AUTHORITY
STAFF RECOMMENDATION:
Approval of the 2021 calendar year schedule for regular meetings of the Sand Springs City
Council and Sand Springs Municipal Authority for the period of January 1, 2021, through December
31, 2021.
BACKGROUND AND HISTORY:
Council/Trustees approved the 2020 Calendar Year Schedule for regular meetings of the Sand
Springs City Council and Sand Springs Municipal Authority on October 28, 2019 and revised 2020
Calendar Year Schedules on March 23, 2020.
The revised schedules moved the start time of meetings from 7:00 p.m. to 6:00 p.m. and
allowance for a light dinner or snack provided prior to the meeting.
BUGETARY IMPACT: FY2021 Budget includes funding a light dinner or snack for daytime
workshop/meetings and regular meetings.

SUBJECT:
Annual Utility Rate Increases
STAFF RECOMMENDATION:
Approve the annual utility rate increases originally scheduled for May 1, 2020 to
go into effect on September 1, 2020.
BACKGROUND AND HISTORY:
On April 27, 2020, the City Council voted to suspend the annual utility rate
increases that were scheduled to go into effect on May 1, 2020 as a result of the COVID
pandemic. Finance Committee reviewed this item during their August 12th meeting and
recommended Council move forward with the rate increases effective September 1, 2020
as discussed during the April Council meeting.
BUDGETARY IMPACT:
Included in the FY21 budget.
