Chairman Spoon called the meeting to order at the noted time of 6:34 p.m.

Chairman Spoon called for an individual roll call with members replying in the

Chairman Spoon informed Trustees that all matters listed under Consent Agenda
to be considered by Trustees are to be routine and will be enacted by one motion.
Chairman Spoon noted that questions or clarification on the Consent Agenda item
may be addressed prior to taking action. Chairman Spoon requested if Trustees
had questions or needed clarification on the Consent Agenda item or whether any
item needed to be considered separately.
There being none, Chairman Spoon called for a motion regarding Consent Agenda
Item No. 3A-3C.
A motion was made by Trustee Wilson and seconded by Trustee Burdge to
approve Consent Agenda Item No. 3A-3C:
A) The minutes of the August 23, 2021, regular Municipal Authority meeting.
B) A Supplemental Appropriation in the Municipal Authority Short Term
Capital Fund for an increase to the Transfers In – Municipal Authority
Solid Waste Utility Fund in the amount of $310,000 and an increase to the
Solid Waste – Residential Autos and Trucks line item in the amount of
$310,000; and in the Municipal Authority Solid Waste Utility Fund for an
increase to the Transfers Out – Municipal Authority Short Term Capital
Fund in the amount of $310,000 and a decrease to the Ending
Unrestricted Net Assets in the amount of $310,000 as it relates to the
purchase of a 25-Yard Rear Load Refuse Truck for the Solid Waste
Department.
C) The 2022 Annual Meeting Schedule for the regular meetings of the Sand
Springs Municipal Authority for the period of January 2, 2022, through
December 31, 2022.

3. Golf Course Equipment Purchase Reclassification
Parks Director Jeff Edwards requested Trustees approval, denial, amendment, or
revision of a golf course equipment purchase reclassification from a Toro Workman
brand to a Jacobson TrucksterXD brand as it relates to the FY22 Budget requests
within the Municipal Authority Short-Term Capital Fund.
A Scrivener's error on the posted agenda, requesting reclassification from a
Workman brand to a Toro brand, was noted for the record.
Following discussion, a motion was made by Trustee Jackson and seconded by
Vice Chairman Dixon that the revision of a golf course equipment purchase
reclassification from a Toro Workman brand to a Jacobson TrucksterXD brand as it
relates to the FY22 Budget requests within the Municipal Authority Short-Term
Capital Fund, as presented, be approved.
