The Sand Springs Cfty Councivsand Springs Municipal Authority Trust met in special
ssession on December 10, 2024, in the Conference and Breakroom Of the Sand Springs
Spring Lake Munieipal Complex pursuant to the special meeting notice and agenda filed
with the Cfty Clerk's office and posted at 11 :40 a.in. on December 5, 2024, on the display
board located at the front entrance Of the Sand Springs Municipal Building (Cfty Hall), 100
East Broadway Street, Sand Springs, Oklahoma 74063
1. Calltoorder
Mayor/Chairman Spoon called the meeting to order at the noted time Of 11 :35 a.in.
2. Rollcall
Mayor/Chairman Spoon called for an individual roll call with members replying in the
following manner:

It was noted for the record that CouncilorITrustee Worrell was not present at the time
Of roll call.
3. New and onaoina proiects and Events Discussion -lnformational only (AB)
CounciITmustees and staff discussed the following new and ongoing projects and
events:
A) Storm water Project Manager Julianna Monnot provided a lengthy
presentation and demonstration relating to Enviroscape.
It was noted for the record that CouncilITrustee Worrell arrived at 11 :40 a,in.
during the presentation and demonstration of Agenda Item No. 3A.
8) GIS and Infrastructure Planning Administrator Chad DUBois provided
information relating to a Rishtrof-Way Encroachment Agreement with J & 8
Storage, LLC, as it relates to the 113th West Avenue Widening project.

4. City Manaaer's and council/Trust Members' Report (A+)
The Cfty Manager and CounciITmust Members provided updates regarding recent
and upcoming events and projects, events of interest, and the general operations
Of the Cfty, as follows:
A. City Manager Michael S. Carter provided an overview of the business
licenses program and if the Council wouid like to review the program in the
future for any possible modifications.
8. Cfty Manager Michael S. Carter provided updates regarding Sheffield
Crossing Development Area, and the levee.
C. Cfty Manager Michael s. Carter informed councilors/Trustees that appraisal
work is being completed regarding South Main Development Area.
D. Cfty Manager Michael s. Carter provided an update and photos regarding
65-acre housing development.
E. Cfty Manager Michael S. Carfer noted that Cfty Planner Brad Bates
continues to work with Sand Springs Development Authority regarding
future Urban Renewal Plans.

City Manager Michael S. Carter provided CouncilorsITrustees updates
relating to OmniTrax and related Development Area, including two (2)
recently held meetings.
G. City Manager Michael S. Carter informed CouncilorsITrustees that staff
obtain the City of Tulsa's bid documents and contracts for Debris
Management Site and Disaster Response plans for future storms and
related disasters for further review and consideration.
H. City Manager Michael S. Carter provided updates on projects relating to
City/Municipal Authority Facilities/Properties, including billboards on City
property.
City Manager Michael S. Carter and Airport Supervisor Ken Madison
provided an update regarding the Sand Springs Home property (former
Platinum Air), AWOS project, fuel system project, and request for hangars.
City Manager Michael S. Carter provide a brief update relating to
City/Authority infrastructures (water, waste water, and storm water),
including erosion prevention for the detention ponds within the Riverwest
development.
K. City Manager Michael s. Carter provided updates on projects related to city
streets and sidewalks, including the 41S` Street Overlay project, and to
include Osage Nations as a part of the Sfafe of the Ct.fy Address as related
to the Highway 97-T overlay project and funding. Lengthy discussion was
held regarding speed humps, with staff to provide the current
requirements/process to Council for review at the January 2025 Workshop
meeting.
L. City Manager Michael S. Carter reminded Council of upcoming Special
Events, Programs, and Holidays within the next 30-days, including city
offices closed for the Annual employee Recognition Luncheon from 11:30
a.in. to 1:30 p.in. on Wednesday, December 11, Christmas holiday on
December 24 and 25, 2024, and New Year's Day holiday on January 1,
2025. Councilor Riley expressed congratulations to Councilors Worrell and
Barnett for running unopposed for City Council.

5. ODOT Driveway ADDlication -3507 South ll3th west Avenue
Cfty Engineer Cody Blair requested CounciITrustees approval, denial,
amendment, or revision Of a State Of Oklahoma Department Of Transportation
Driveway Agreement Application by Spoon Properties, LLC for a single driveway
connection from 3507 South 113th West Avenue onto State Highway 97, and
authorization for the Cfty Manager to sisn said application.
Following the presentation, a motion was made by CouncilorITrustee Worrell and
seconded by CouncilerITrustee Jackson that the State of Oklahoma Department Of
Transportation Driveway Agreement Application by Spcon Properties, LLC for a
single driveway connection from 3507 South 113th West Avenue onto Sfate
Hiehway 97, and authorization for the Cfty Manager to sisn said application, as
presented, be approved.
Vlce Mayor/Vice Chair V\/ilson called for the vote recorded as follows:
