Call to Order Chairman Spoon called the meeting to order at the noted time of 6:46 p.m. 2. Roll Call Chairman Spoon called for an individual roll call with members replying in the following manner: Trustee Jackson, here; Trustee Barnett, no response; Trustee Stuckey, here; Chairman Spoon, here; Vice Chairman Worrell, here; Trustee Burdge, here; Trustee Wilson, here. Consent Agenda (A-K) Chairman Spoon informed Trustees that all matters listed under Consent Agenda to be considered by Trustees are to be routine and will be enacted by one motion. Consent Agenda items are vetted through various committees prior to consideration by Trustees. Chairman Spoon noted that questions or clarification on the Consent Agenda items could be addressed prior to taking action. Chairman Spoon inquired if Trustees had questions, needed clarification on the Consent Agenda items, or whether any item needed to be considered separately. There being none, Chairman Spoon called for a motion regarding Consent Agenda Items No. 3A-3K. A motion was made by Trustee Burdge and seconded by Vice Chairman Worrell to approve Consent Agenda Items No. 3A-3K. A) The minutes of May 19, 2025 regular Sand Springs Municipal Trust Authority meeting. B) The minutes of the June 17, 2025 special City Council/Sand Springs Municipal Trust Authority meeting. C) The Municipal Property Protection Plan Renewal for Fiscal Year 2026 with Oklahoma Municipal Assurance Group. D) The Municipal Liability Protection Plan Renewal for Fiscal Year 2026 with Oklahoma Municipal Assurance Group. E) The Skiatook Raw Water Conveyance System (SRWCS) Municipal Property Protection Plan Renewal for Fiscal Year 2026 with Oklahoma Municipal Assurance Group. F) The Workers’ Compensation Plan Renewal for Fiscal Year 2026 with Oklahoma Municipal Assurance Group. G) Resolution No. M25-07, a resolution of the Trustees of the Sand Springs Municipal Authority, State of Oklahoma, adopting the update of the Sand Springs – Pogue Airport Policy Document, Airport Development Standards. H) A Specialized Aviation Service Operation (SASO) License Agreement with Tulsa Flight Training, LLC. MUNICIPAL AUTHORITY MINUTES June 23, 2025 PAGE 3 I) A contract with Superion LLC., for the Fiscal Year 2026 annual service and use of the CentralSquare software package, and approval of the payment of $182,194.37. J) The fiscal Year 2025 Year End Budget Adjustments in the Municipal Authority Water Utility, Wastewater Utility, Airport, and Golf Course funds. K) An Agreement for the Provision of Services with the Metropolitan Environmental Trust (M.e.t.). Amended Resolution No. M25-06 Fiscal Year 2026 Budget Adoption Finance Director Arlena Barnes requested Trustees’ approval of Amended Resolution No. M25-06, a resolution approving the Sand Springs Municipal Authority Amended Budget for the Fiscal Year 2026 and establishing Budget Amendment Authority. A motion was made by Trustee Stuckey and seconded by Trustee Jackson that Amended Resolution No. M25-06, a resolution approving the Sand Springs Municipal Authority Amended Budget for the Fiscal Year 2026 and establishing Budget Amendment Authority, as presented, be approved. Chairman Spoon called for the vote recorded as follows: Trustee Jackson, yes; Trustee Stuckey, yes; Chairman Spoon, yes; Vice Chairman Worrell, yes; Trustee Burdge, yes; Trustee Wilson, yes. The motion passed 6-0-0. . 5. Municipal Authority Trust Appointments Airport Advisory Board Chairman Spoon noted the request for 1) reappointment of Lea Anderson Judge and 2) Rick Westcott, both for three-year terms to July 2028 on the Airport Advisory Board. Fiscal Year 2025 Arledge & Associates Audit Services Contract Finance Director Arlena Barnes requested Councilors’/Trustees’ approval, denial, amendment, or revision of and authorization for the Mayor/Chairman to sign, an engagement letter to enter into an Agreement with Arledge & Associates, P.C., to provide audit services to the City of Sand Springs/Sand Springs Municipal Authority for the upcoming FY25 audit. A motion was made by Councilor/Trustee Jackson and seconded by Vice Mayor/Vice Chairman Worrell that authorization for the Mayor/Chairman to sign, an engagement letter to enter into an Agreement with Arledge & Associates, P.C., to provide audit services to the City of Sand Springs/Sand Springs Municipal Authority for the upcoming FY25 audit, a presented, be approved. Assistant City Manager Brad Bates requested Council’s approval, denial, amendment, or revision of Amended Resolution No. 25-17 – Option No. 1 or Option No. 2, a resolution concerning the process for selection of Mayor and Vice Mayor for the City of Sand Springs, Oklahoma. Discussion was held to allow all Councilors/Trustees to voice their ideas and perspective on the item. Following further discussion, a motion was made by Councilor/Trustee Barnett and seconded by Vice Mayor/Vice Chairman Worrell to approve Amended Resolution No. 25-17 - Option No. 2 (speech), a resolution concerning the process for selection of Mayor and Vice Mayor for the City of Sand Springs, Oklahoma.
