The public will be permitted to offer public comments as provided by the agenda and as permitted by the presiding officer during the meeting by signing up with the City Secretary in person at least 15 minutes in advance of the meeting or by emailing or calling the City Secretary at cityclerk@cityofsandyoaks.com or (210) 607-0834 at least two (2) hours in advance of the meeting. Please indicate whether you intend to speak during the public hearing portion of the meeting regarding the proposed 2023 tax rate to support the budget for fiscal year 2023-2024 or during the citizens to be heard portion of the regular meeting regarding another item on the agenda. Written comments received at least two (2) hours in advance of the meeting will be provided to City Council for consideration. A recording of the telephonic meeting will be made and will be available to the public in accordance with the Texas Public Information Act upon written request. 1. Call to order and quorum call 2. Discuss and/or possible action on a work order from the City Engineer related to recommendation on the City’s plat application and approval process in compliance with House Bill 3699. (Mayor Martinez) b. Discuss and/or possible action by record vote on Ordinance No. 2023-224 Adopting the 2023- 2024 Fiscal Year Budget for the City of Sandy Oaks. Discuss and/or possible action on Ordinance 2023-225 Ratifying the Property Tax Increase Reflected in the 2023-2024 Fiscal Year Budget. (Mayor Martinez) 6. Public Hearing to consider the proposed 2023 tax rate to support the Budget for Fiscal Year 2023- 2024. This time is provided for citizens to address the Mayor and Council on the proposed 2023 tax rate to support the 2023-2024 Fiscal Year budget, which proposed rate is not to exceed $0.243303 on each $100 valuation of property. Please limit your time to a period not to exceed three (3) minutes. a. Discuss and/or possible action by record vote on Ordinance 2023-226 adopting the levying Ad Valorem Taxes for the use and support of the municipal government for the City of Sandy Oaks, Texas for the Fiscal Year beginning October 1, 2023 and ending September 30, 2024 not to exceed $0.243303 on each $100 valuation of property; providing for apportioning each levy for specific purposes; providing when taxes shall become due and when same shall be delinquent if not paid; providing for a severability clause, and providing for an effective date.
