Notice is hereby given that a Public Hearing regarding VIA Metropolitan Transit’s proposed service plan for the City of Sandy Oaks and Regular Meeting of the City Council of Sandy Oaks, Texas will be held on Thursday, August 26, 2021 at 6:30 p.m. CITY COUNCIL OF THE CITY OF SANDY OAKS, TEXAS PUBLIC HEARING/REGULAR MEETING AGENDA AUGUST 26, 2021 AT 6:30 P.M. Notice is hereby given that a Regular Meeting of the City Council of the City of Sandy Oaks, Texas will be held on Thursday, August 26, 2021 at 6:30 p.m. at City Hall, 22870 Priest Rd, Sandy Oaks, Texas and by telephonic video conferencing, which will be live streamed and accessible to the public as provided below for the purpose of considering the following agenda items. All agenda items are subject to action. In an effort to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus(COVID-19), there will be no in-person public access to the meeting. In accordance with the order of the Office of the Governor issued March 16, 2020, the City of Sandy Oaks will provide a livestream video and telephonic access of the meeting to the public. Please indicate whether you intend to speak during the public hearing portion of the meeting regarding VIA Metropolitan Transit’s proposed service plan or during the citizens to be heard portion of the meeting regarding another item on the agenda. Written comments may be submitted to the City Secretary up to two hours before the meeting by emailing cityclerk@cityofsandyoaks.com and will be provided to the City Council for their consideration. A recording of the telephonic meeting will be made and will be available to the public in accordance with the Texas Public Information Act upon written request. 1) Call to order and quorum call. 2) Pledge of Allegiance. 3) Citizens to be Heard. Please note that the Texas Open Meetings Act prohibits the City Council from responding, commenting, or discussing items or topics during this portion of the meeting that are not included on the agenda. The City Council appreciates hearing from the citizens and your thoughts and questions are valued; however, civility and a sense of decorum will be strictly followed. All speakers must address their comments to City Council. Speakers shall refrain from public criticism of members of the City Council that are prohibited by law. This item will be open for up to 30 minutes, with 3 minutes to each speaker. One (1) person may speak on behalf of a group. Up to three (3) persons may register on behalf of the group in order for the spokesperson to be allotted up to nine (9) minutes to speak. If there are more than ten (10) speakers, each will be given two (2) minutes or six (6) minutes for a group spokesperson. 4) Public Hearing – VIA Metropolitan Transit’s presentation regarding a proposed service plan for the City of Sandy Oaks and public hearing. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. a) Approve the minutes from the August 12, 2021 Regular Council Meeting. b) A resolution repealing Resolution 2016-33 retaining GrantWorks, Inc. as grant advisor and grant application preparer. 6) Police Department a) Updates and Announcements from Chief Lopez with possible discussion and/or action. (Mayor Ball) 9) Administration a) Discuss and/or possible action on M&S Engineering presentation on scope of road bond and maintenance of roads within the City. (Mayor Ball) b) Discuss and/or possible action on RFPs for Solid Waste Collection, Disposal, and Recycling Services received and selection of contractor. (Mayor Ball) c) Discuss and/or possible action on Ordinance 2021-186 Adopting the Proposed 2021-2022 Fiscal Year Budget for the City of Sandy Oaks. This budget will raise more total property taxes than last year’s budget by $61,021.25 and 13.55%, and of that amount, $12,846.54 is tax revenue to be raised from new property added to the tax roll this year. (Mayor Ball) d) Discuss and/or possible action on Ordinance 2021-187 Ratifying the Property Tax Increase Reflected in the 2021-2022 Fiscal Year Budget. (Mayor Ball) e) Discuss and/or possible action on Resolution 2021-136 Setting the Maximum Tax Rate to be considered by City Council for the 2021 tax year. (Mayor Ball) f) Discuss and/or possible action on an ordinance regulating signs and electronic signs within the City. (Mayor Ball) 11.
