Smith, At-large Tuesday, September 6, 2016 5:00 PM Council Chambers 5:00 Work Session Information Items 1. 16-351 Hale Centre Theatre Tour Council and Administration toured the construction site of the Hale Centre Theater. 2. 16-349 Council Citizen Academy Proposal (CCA) Indexes: Attachments: November 2015 Civic Education Proposal.pdf November 10, 2015 Minutes Council Member Saville joined the meeting at approximately 6:25 PM. A brief power point presentation was presented. 3. 16-288 City Attorney presenting an amendment to the Land Development Code regarding development agreements. Indexes: Attachments: DA Ordinance Draft (9.1.16) City Attorney Rob Wall briefed the Council on the pros and cons of development agreements along with some suggestions on how they could be successfully implemented. Council questions followed. Steve Fairbanks and Maren Barker joined work session during this briefing. Agenda Planning Calendar Review Sandy City, Utah Page 1 Printed on 9/26/2016 City Council Meeting Minutes September 6, 2016 Steve Smith reviewed the agenda planning calendar for the month of September. He reminded the Council of the special work session on September 20, 2016 with the Justice Court. Council Member Business Chris McCandless expressed concern that the City Council had not been invited to the Youth City Council swearing in ceremony. Kris Nicholl would like further discussion regarding reasonable accommodations for group homes. Steve Fairbanks asked the Council if they would support having Kris Nicholl meet with Mike Applegarth to come up with some reasonable accommodations for group homes. The Council agreed. Maren Barker expressed appreciation to the Mayor and City Council for their concern while recuperating from surgery. Council Office Director's Report No Report was given. Mayor's Report Mayor Dolan reported on various meetings he attended. He reported that the Administration is beginning the process of a luncheon with new employees in order to get to know them better. He has invited Miss Sandy to come and introduce herself to the City Council. CAO Report Korban Lee briefed the Council regarding the Healing Field and other September 11th observances. Chief Thacker discussed the reopening of the Animal Shelter to the public on Saturdays. Smith welcomed all those in attendance. Tyler Cardall offered the opening prayer. Sam Lyman led the audience in the pledge. Both young men represented Boy Scout Troop 188. Citizen Comments Sam Olschewski, 10068 South 415 East, asked for help from Animal Control in removing a skunk that he trapped in a cage on his property. Catherine Kanter, 3972 East Alta Approach Road, Candidate for Salt Lake County Council, introduced herself to the Council and expressed reasons why she chose to run for office. Cole, young Sandy City resident, would like to see the Council implement a law to help improve safety regarding the Pokeman Go game. He believes that people should be required to look up from their electronic devices at least one time. He is afraid that someone will get seriously hurt or killed. Stacy Hall, 165 North 800 East, American Fork, expressed her passion for the opportunity to stand in honor of the American Flag, and the importance of knowing and remembering what the flag represents and why we are here. Steve Fairbanks made the motion, seconded by Linda Martinez Saville, to approve the Consent Calendar with amendment to the August 16, 2016 meeting minutes. The motion carried by a unanimous vote. Council Items 6. 16-196 Council Member Fairbanks recommending the City Council adopt policy on public hearings (continued from 6/28/16). Council comments and discussion followed. 7. 16-203 Update on the Public Safety Staffing and Operations Study request for proposal.
