Smith, At-large Tuesday, September 20, 2016 5:15 PM Council Chambers 5:15 Work Session Agenda Planning Calendar Review Stephen Smith discussed the upcoming items on the Agenda Planning Calendar. Council Member Business Maren Barker gave a brief report on the most recent Planning Commission that she attended. Ms. Barker then thanked the Administration for the wonderful packet that was provided to the Council this time. She loved receiving all of the information. Finally, Ms. Barker offered an apology to anyone that may have felt uncomfortable when she sat on a couch at a recent meeting due to her temporary disability. Council Office Director's Report No report given. Mayor's Report Mayor Tom Dolan reported to the Council on meetings he has attended and gave updates on various projects around the City. CAO Report Mike Coulam briefed the Council on a project that has been presented by Boyd Bradshaw to the Development Review Team in the Dimple Dell area. Information Items 1. 16-370 Parks and Recreation Department providing update on the Bonneville Shoreline Trail. Attachments: Map: BST Hidden Valley to Rockymouth Scott Earl updated the City Council on the Bonneville Shoreline Trail as well as property acquisition in connection with the Bonneville Shoreline Trail. Justice Court Administrator Jay Carey was also present. The Council asked questions throughout the presentation. 3. 16-371 Update on the new Sandy City website Attachments: NewWebSite2016 Communication Director Nicole Martin updated the Council on the new Sandy City Website. Eric Richards, Chad Manookin, and Elyse George were also present. 4. 16-372 Redevelopment Agency Overview of Additional Tax Increment Provisions Attachments: Redevelopment Presentation This item was held in the regular meeting. Nick Duerksen gave a presentation to the Council regarding Additional Tax Increment Provisions. Smith welcomed all those in attendance. Chris Larson offered the opening prayer. Casey Jordan, Troop 430, led the audience in the pledge. Citizen Comments Steve Van Maren, 11039 Lexington Circle, disclosed that he has written an opinion opposing the Parks and Recreation Bond. Since he has the only negative submittal, it is likely that he will be published in the Voter Information Packet. He wanted to make this known prior to his name being published in the Sandy Now Newsletter. Consent Calendar Approval of the Consent Calendar A motion was made by Steve Fairbanks, seconded by Kristin Coleman-Nicholl, to approve the Consent Calendar. Attachments: September 6, 2016 Meeting Minutes.pdf Item approved. 7:05 Public Hearing 11. 16-346 The Community Development Department is recommending that the City Council adopt Ordinance #16-32 amending Title 4 of the revised ordinances of Sandy City adopting the "International Codes and the Uniform Code for the abatement of dangerous buildings as adopted by the State of Utah also providing a saving clause for the ordinance and an effective date. Attachments: Ordinance # 16-32 Hyperlink Hyperlink Jim McClintic gave a presentation to the Council regarding the adoption of the International Codes and the Uniform Code for the abatement of dangerous buildings as adopted by the State of Utah. Stephen Smith opened the public hearing for this item. Sandy City, Utah Page 4 Printed on 10/27/2016 City Council Meeting Minutes September 20, 2016 Steve Van Maren, 11039 Lexington Circle, spoke regarding the noticing requirements and wondered if the proper noticing was done for this public hearing. Mike Coulam addressed Mr. Van Maren's concern and stated that this particular public hearing does not need to be noticed like a code amendment, all that is required is the notice on the agenda. Stephen Smith then closed the public hearing for this item. Mr. Smith asked if there was a link available to the Internation Building Code. Jim McClintic stated that the Community Development Department will work on updating their website to provide a link to anyone who may be interested. A brief discussion followed. A motion was made by Chris McCandless, seconded by Maren Barker, to table this item to October 4th. The motion failed by the following vote: Yes: 3- Maren Barker Chris McCandless Stephen P. Sandy City, Utah Page 5 Printed on 10/27/2016 City Council Meeting Minutes September 20, 2016 Attachments: Power Point Alcoholic Beverage Control Act State/City Alcohol Matrix Current Sandy City Alcoholic Beverage Regulations 2016 Draft Alcoholic Beverage Regulations Mike Coulam gave some background information regarding the changes being proposed to the Alcohol Ordinance. He noted that the changes will make the ordinance less restrictive which would allow some restaurants to come into the City. Lesley Casaril then addressed the proposed changes to the Council. Discussion and questions followed. After a brief discussion, Stephen Smith encouraged the Council Members to forward any questions or comments they might have to Mike Applegarth. 13. 16-360 Recess City Council and convene Redevelopment Agency of Sandy City. (Thirty (30) day public comment period will be open following execution of the interlocal agreements) Attachments: RDA Packet A motion was made by Steve Fairbanks, seconded by Chris McCandless, to recess City Council and Reconvene Redevelopment Agency of Sandy City. The motion carried by a unanimous vote. 14. 16-361 Administration recommending the City Council approve Resolution 16-55C, approving interlocal agreement with the Redevelopment Agency regarding tax increment within Civic Center North and 16-56C approving interlocal agreement with the Redevelopment Agency regarding tax increment within the Sandy TOD Community Development Project Area. Smith No: 1- Maren Barker 15. 16-377 Finance Department presenting an informational report of FY 2016 actual revenues and expenses compared to budget. Attachments: All Funds Variance FY 2016 budget vs actual Brian Kelley presented this item to the Council. 16. 16-352 Administration is recommending the City Council approve the proposed amendments to the City's Administrative Code. Attachments: 09.15.16 Administrative Code with Revisions Korban Lee presented this item to the Council and highlighted some of the proposed changes. Stephen Smith stated that questions or comments should be forwarded to Mike Applegarth. This item will be brought back for further discussion and consensus at a future meeting. 17. 16-338 Administration providing a parking ordinance presentation. Attachments: Parking Presentation Parking Study Recommendations Rebecca Stewart, Administration Intern, presented a parking study to the Council. Following the presentation, the Council asked questions and commented on the parking study.
