The Council Christmas Party will be held next week in the Multi Purpose Room. Mayor's Report Mayor Dolan reported on various events he will be attending. He updated the Council on upcoming appointments in the Administration. Nicole Martin will become Deputy Mayor, Eric Richards will become the Communication Manager, and Public Utilities Director Shane Pace has been offered a position in the Administration. CAO Report Korban Lee noted that the Retreat scheduled for January 6th and 7th will be postponed. Information Items 1. 16-440 Community Development will provide the City Council a walk-through of the proposed changes and updates to the Sandy City Civic Center Area 30 Year Development Plan (to be renamed The Cairns Master Plan - A 25 Year Development Plan for Sandy's Downtown District). Attachments: The Cairns Master Plan Mike Wilcox reviewed the changes and updates to the Civic Center Master Plan with the Council. The name of the master plan has been changed to The Cairns Master Plan. This is a 25 year development plan for Sandy's downtown district. Council comments followed. 2. 16-449 Council Office recommending the City Council discuss and select the 2016 Council Employee of the Year. Michael Applegarth led the discussion on the Employee of the Year nomination. City Treasure Helen Kurtz briefed the Council on how city funds are directed through the Money Management Act. Jason Williams, Morton Asset Management, presented a brief description on the company he represents, along with interest rates, and a report card on the City's investment background. Council questions followed. 5. 16-454 VOCA Update Victim Advocate Lauren Devrys, Volunteer Coordinator Lexi, and Victim Advocate Grant Manager Vicky Bushman updated the Council on the VOCA (Victims of Crime Act) grant. Sandy Police Family Crime Intervention Specialist Barbara Higgins was also present. Possible Closed Session: Strategy session to discuss the purchase, exchange, or lease of real property. Smith welcomed all those in attendance. Sean Spackman offered the opening prayer. Daniel Young led the audience in the pledge. Both Scouts represented Troop 873. Citizen Comments Dave Geske, 8170 South 373 East, thanked UDOT for listening to residents and business owners. He believes that the proposed bike lane in front of his home will impact it's value, and decrease parking for family members who come to visit. Kathy Spicket, 8260 South 560 East, asked the Council to look at smaller lots instead of HOA's especially as the population in Sandy start to age. Bob Robinson, 569 Fair Oaks Way, felt that it would be a waste of time and money to build a safety feature at the intersection of Pioneer Avenue and 700 East. Greg Summerhayes, President Sandy Chamber of Commerce, 35 East 9270 South, spoke on behalf of the Tourism Initiative that Councilman Chris McCandless briefed the Council on last week. This initiative would help generate an economic boom to the community. He asked for the Council's help in funding the initiative along with businesses. Sandy City, Utah Page 3 Printed on 1/4/2017 City Council Meeting Minutes December 6, 2016 Amy Thackery, 1358 East 8685 South, did not feel that the Council was listening or representing the residents since there is a lot of new high density development and increased traffic in the City. Steve Wagstaff, 8002 South 700 East, Chevron Station owner, was concerned with the proposed median on 700 East in front of his business. He has been on that corner for 25 years and cannot remember seeing any accidents at that intersection. He is strongly objected to the safety improvements on 700 East. He questioned why the 8000 South intersection was under further study and not the 8600 South intersection. Citizen Comments was closed as there were no further comments. Consent Calendar Approval of the Consent Calendar Chairman Smith requested that items #12 and #13 be moved to the Consent Calendar. The Council agreed. The Consent Calendar consisted of items #6,#12, and #13. A motion was made by Chris McCandless, seconded by Steve Fairbanks to adopt items #6, #12, and #13 on the Consent Calendar. Motion carried by unanimous vote. 6. 16-450 Approval of Resolution #16-69 C canceling the December 13, 2016, and the December 27, 2016 City Council Meetings. ANEX-10-16- The Community Development Department is requesting the City Council 5069 approve the proposed Levine Annexation located at approximetely 601 East 8400 South ( Ordinance #16-41). Attachments: Levine Staff Report Levine Annexation Ordinance Executed copy of Ordinance 16-41 James Sorensen presented a brief update on the Levine annexation. Gary Cannon, applicant, 1397 West 13400 South, Riverton, Utah, complimented the professionalism and honesty received from Staff. Chairman Smith opened the Public Hearing. Lynn Foot, 393 East 8400 South, would like the irrigation ditch submitted prior to construction in order to have no interruption on receiving irrigation water. Chairman Smith opened the Public Hearing. Steve VanMaren, 11039 Lexington Circle, attested to the accuracy of the minutes, however the date was wrong on those minutes. The Planning Commission heard this at their November 3rd meeting. As there were no further comments, the hearing was closed. Council discussion followed. Smith Council Items 10. 16-385 Utah Department of Transportation presenting information on the 700 East Median Project. Steve Quinn, Project Manager for the 700 East Safety Project, from 7400 South to 9400 South, updated the Council on the latest updates to the project. UDOT took residents comments to heart regarding the raised median and re-thought the project and design. The current design reflects public comment that was received by the project team from September 14th through November 4th. Council Comments followed. 11. 16-445 Wasatch Front Waste and Recycling District requesting the City Council approve implementation of new fees for newly built homes in the District. Attachments: Letter from Executive Director Pam Roberts Resolution 16-67C 2017 Fee Schedule Executed copy of Resolution 16-67C Pam Roberts, Executive District Director Wasatch Front Waste and Recycling District, discussed the budget that was adopted by the Board for 2017. The new budget includes a new fee which requires permission from municipalities to implement the fee. The fee includes a $50.00 fee for new cans for newly built homes, and a $10.00 delivery fee. A motion was made by Kristin Coleman-Nicholl, seconded by Steve Fairbanks, to adopt Resolution 16-67 C for the purpose of amending a General Schedule of the fees charged by the Wasatch Front Waste and Recycling District for Garbage and Recycling Collection Services and other fees. ... Applications are currently underway. The application for the academy is posted on the Sandy City Website. Completion of reports and other items not held in the Work Session. Maren Barker presented an update of the December 1, 2016 Planning Commission meeting to the City Council. She spoke regarding some strong statements made against the Council. She played the recording with approval from the Chair and the Planning Commissioner.
