Agenda Planning Calendar Review
Chairman Stephen Smith reviewed the agenda planning calendar.
Council Office Director's Report
Mike Applegarth neglected to post the City Council Agenda on the Utah Public Notice
website which is required by law. He recommended that the Cairns public hearing remain
open after comments are taken this evening, then table the hearing to the January 17,
2017 Council meeting for a final decision.
Chairman Smith excused Scott Cowdell from tonight's meeting. Linda Martinez Saville
would be joining the meeting later on.
Mayor's Report
Mayor Dolan reported on development in the Cairns area. The Mayor received a
retirement letter from Community Development Director Mike Coulam who has served the
City for 35 years.
CAO Report
Korban Lee informed the Council that proposals for the codification of city code were due
tomorrow.
Chief Cline updated the Council on a traffic accident on I-15 that occurred on Christmas
day. A vehicle struck the City's new ambulance. The ambulance will need to be sent to
Texas for repairs. Fortunately there were no EMT's who were injured.
Councilwoman Linda Martinez Saville joined the meeting at 5:40 p.m.

17-005 Discussion of appointments to citizen committees.
This discussion took place at the end of Council meeting.
Chairman Stephen Smith led the discussion on appointments to citizen committees and
appointments of Council liaisons to various committees.
Council comments and discussion followed.
The Council determined to have Chairman Stephen Smith along with Council Office
Director Mike Applegarth categorize the committees' missions along with the role of
Council liaisons. Mr. Smith requested that a resolution be prepared to extend the terms
of the citizen committees until the Council makes a decision.
Chairman Smith asked Mr. Applegarth to contact Mr. Cowdell for his comments on this
issue since he is the one who requested the discussion.
17-004 Wasatch Front Waste and Recycling District requesting the City Council
appoint a representative to the Administrative Control Board.
Chairman Stephen Smith reported that the Wasatch Front Waste and Recycling District
is requesting that the City Council appoint Councilwoman Kris Coleman Nicholl as a
representative to the Administrative Control Board. They have asked to have an elected
representative from each city to serve on their board.
Discussion with the Administration and Council followed.
This item was voted on during the Council meeting.
17-006 City Attorney and Council Office providing information on parliamentary
procedure.
Chairman Stephen Smith introduced City Attorney Rob Wall and Council Director Michael
Applegarth who teamed together to present a PowerPoint presentation on parliamentarian
procedures.
Councilwoman Kris Coleman Nicholl made the motion; seconded by Councilman
Chris McCandless to recess Work Session and reconvene into City Council
meeting at 7:00 p.m.

The Prayer was offered by Deputy Fire Chief Derek Maxfield. The flag ceremony was
presented by the Sandy City Fire Department.

Special Recognition
16-455 Sandy City Fire Department's swearing in and badge pinning ceremony for
new hire and promotions.
Sandy City Fire Chief Bruce Cline presented the following individuals who were promoted
in the Department: Engineer/EMT Darren Schmidt, over Logistics; Captain/Deputy Fire
Marshal Gerald Strebel; and new hire Firefighter/EMT Jared Callister. These individuals
were sworn in by Deputy City Recorder Wendy Downs.

GPA-11-16-5 Community Development is requesting the City Council to adopt The
165 Cairns Master Plan - A 25 Year Development Plan for Sandy’s Downtown
District (an update to the original Sandy Civic Center Area 30-Year
Development Plan).
Mike Wilcox presented a brief presentation on the updated and improved Civic Center
area 30 year development master plan. A new name was selected for this master plan.
The name selected is the Cairns Master Plan.
Chairman Stephen Smith opened the public hearing.
Steve Rogers, 59 Alta View Way, asked when Alta View Estates would be considered for
study. There are 123 homes in the area, and residents are concerned with the possibility
of future development. He asked for a contact person that residents could call for
information and updates.
Mike Wilcox noted that Alta View Estates is not being considered for study or
redevelopment, and that no timeline has been established for study. He told Mr. Rogers
the residents could contact him for information.
Councilwoman Maren Barker informed the residents of the new Citizen Survey group that
is on the City's website. Residents may make comments on issues that are happening
in the City.
Kevin Rendlisbacher, 165 west Albion Village Way, owner of Riverton Music, expressed
concern with the impact that new roads could have on residents and businesses. He
asked if other public meetings would be held prior to the roads being installed.
Chairman Smith noted that any type of land use decision would be required to go through
a public hearing process. Other meetings will be scheduled as study areas are
discussed.
Steve Van Maren, 11039 Lexington Circle, expressed concern with future changes to the
master plan, along with items that needed correcting in the staff report i.e. a front runner
station, map ,silence from the modular park, certain paragraphs needing more words to
convey intent, and lack of public engagement since this master plan has not been active
in four years. He would like to know what the projected population will be for the Cairns
area.
Carolyn Roush, 9959 Tameron Drive, noted that a gentleman came to the Senior Center
to talk about the master plan. None of the senior residents had any idea this was taking
place. She asked how the residents could obtain additional information on the master
plan.
Councilwoman Linda Martinez Saville noted that hearings and discussions on the Cairns
master plan have been noticed in the Sandy Journal and the City's newsletter.
Councilwoman Maren Barker noted that she would be happy to meet with the neighbors
to discuss the master plan since Mrs. Rouch lives in her District.
Chris McCandless addressed some of his questions and recommendations to the Cairns
master plan.

Korban Lee noted that the City is in the process of marketing a trademark for the Cairin
District.
Councilwoman Maren Barker also addressed some of her concerns with the master plan
and traffic.
A motion was made by Kristin Coleman-Nicholl, seconded by Chris McCandless,
to table Ordinance #17-01 to the Tuesday, January 17, 2017 City Council meeting,
to adopt The Cairns Master Plan - A 25 Year Development Plan for Sandy's
Downtown District (an update to the original Sandy Civic Center Area 30-Year
Development Plan) as part of the City's General Plan... The motion carried by the
following vote:

Resolution 17-01C City Council appointments to various Sandy City Committees,
Commissions, and Boards to the January 17, 2017 City Council meeting. The
motion carried by the following vote:

Chris McCandless made the motion, seconded by Linda Martinez Saville to adopt
Resolution 17-02 C, appointing Kristen Coleman Nicholl to the Wasatch Front
Waste and Recycling District as a representative to the Administrative Control
Board for a one year term beginning January 1, 2017.

Chairman Stephen Smith invited Council comments on the Parliamentary presentation.
He encouraged the Council to review the presentation to determine how the parliamentary
procedures conform with the rules that are already in place.

scheduled meeting of the City Council is Tuesday, January 17, 2017, at 7:00 p.m.
