5:15 Work Session
Work Session started at 5:20 p.m. Councilwoman Linda Martinez Saville arrived at 6:10
p.m.
Agenda Planning Calendar Review
Chris McCandless reviewed the Agenda Calendar. He noted that the October 31st
meeting would be canceled.
Council Member Business
Kris Nicholl has received questions regarding drones and an ordinance. Chris
McCandless noted that he would address this during Agenda Planning Meeting.
Scott Cowdell asked when paving would take place on Brighton View Drive and
Greenwood Drive. Mike Gladbach noted that paving would be complete by the end of the
week. Delays were due to dilapidated storm drain and lowering of a natural gas line.
Chris McCandless addressed placement of political signs on private property without
permission from owners. Council discussion followed. A straw poll was taken by the
Council for Staff to look into this issue. They feel public education is needed and
consideration of first amendment rights.
Council Office Director's Report
Michael Applegarth reminded the Council to speak into their microphones. He thanked
Chairman McCandless for allowing him to take vacation for the next two weeks.
Mayor's Report
Mayor Dolan reported on the annual report given to the various departments along with
the awarding of safety awards He reported on the topping off ceremony for the Mountain
America Office building. He will be meeting with a group regarding a hotel in the City.

1. 17-274 Police Department providing information on the 21st Century Policing
Department Audit.

Chief Thacker presented a power point on the Presidents Task Force on 21st Century
Policing, and how the Sandy Police department is meeting the six pillars that were
identified by the task force. Council Questions followed. Deputy Chief Bill O'Neil and
Captain Jeff Duvall also participated in the presentation.
2. 17-258 Emergency Management Department briefing the City Council on
Emergency Manager, Jeff Mulcahy's, experience in Houston, TX post
Hurricane Harvey (Jeff Mulcahy).
Emergency Management Coordinator Jeff Mulcahy briefed the Council on his recent trip
to Houston Texas during the post Hurricane Harvey as a Red Cross volunteer.
3. 17-259 Mayor and City Council recognizing a Sandy City Employee who has gone
above and beyond their call of duty.
A joint resolution from the City Council and Mayor Dolan was presented to Emergency
Management Coordinator Jeff Mulcahy commending and honoring him for his service in
Houston, Texas during post Hurricane Harvey.
Motion to adjourn Work Session
Stephen Smith made a motion to pause the meeting.

optional alternative transportation tour.
Mike Applegarth provided a report to the Council on the alternative transportation tour that
was held on Friday, September 22, 2017.

Chairman Chris McCandless welcomed all those in attendance.
Council Management Analyst Dustin Fratto offered the opening prayer.
Council Office Director Michael Applegarth led the audience in the pledge.
Special Recognition
5. 17-273 Special Recognition for Target (Chief Thacker).
Chief Thacker along with Amy Bryant recognized Fermin Velasquez, Target Loss
Prevention Manager, for their contributions to National Night Out Against Crime and for
their service to the community. A plaque was presented.
Citizen Comments
Steve Van Maren asked if the presentations and their contents could be posted to the
agenda after the meeting.
Michael Applegarth explained that at times there are file limitations on attachments and
they do not post. Sometimes we do not receive presentations until Tuesday. Our goal is
to post all information in the packet. We are happy to take a friendly reminder if we

forget.
Chris McCandless asked if a note could be included in the packet that reads "file to big
to print" inviting those who are interested in a copy to call the Council Office.

R-1-40A zoning district.
Chairman McCandless opened the Public Hearing. As there were no comments, the
hearing was closed.
A motion was made by Kristin Coleman-Nicholl, seconded by Steve Fairbanks, to
adopt Ordinance 17-24 annexing territory located at approximately 3121 Deer
Hollow Drive in Salt Lake County, comprising approximately 1.0 acres into Sandy
City; establishing zoning for the annexed properties; also providing a severance
and effective date for the annexation. ... The motion carried by the following
vote:

5291 rezone of approximately 6.61 acres from the Special Development

Space District (OS) Zone for the subject property, located at 1651 E.

Long Range Planning Manager Jake Warner briefed the Council on a rezone of
approximatley 6.61 acres from the Special Development District-Professional Office "The
Gardens" (SD(The Gardens)) to the Open Space District (OS) Zone for the subject
property, located at 1651 East Dimple Dell Road and 1651 East Badger Cove.
Chairman McCandless opened the public hearing.
Monica Zoltanski, Chair of the Dimple Dell Preservation Committee, applauded the move
to rezone the property to the SD( OS) which is consistent to Dimple Dell Regional Park.
As there were no further comments, Chairman McCandless closed the public hearing.
Council discussion followed.
A motion was made by Steve Fairbanks, seconded by Kristin Coleman-Nicholl, to
adopt Ordinance 17-25 amending and fixing the boundaries of a zone district of
the Sandy City Zoning Ordinance; to wit: rezoning approximately 6.61 acres from
SD(The Garden) "Special Development District the Gardens" to SD(OS) "Dimple
Dell Regional Park", Located at approximately 1651 East Dimple Dell Road and

1651 East Badger Cove; also providing a saving clause and an effective date for
the ordinance.....
Council Discussion:
Steve Smith favored the rezone, but was opposed to the way the process was
followed blurring lines between the Executive and Legislative functions where
the Administration is comfortable taking on legislative activities without
consulting the Council.
Chris McCandless noted that the Administration did come and talk to him
regarding this rezone.
Steve Fairbanks noted that the Council has discussed in the past doing away with
the SD Zones. This is a natural flow of the operation. Directions were given to
the Administration to do away with as many SD Zones as possible.
Steve Fairbanks called the question seconded by Linda Martinez Saville
approved by the Council.

Revised Ordinances of Sandy City, 2008.

(The Gardens) Zone and to approve Ordinance 17-26.
Chairman McCandless opened the public hearing. As there were no comments, the
hearing was closed.
A motion was made by Kristin Coleman-Nicholl, seconded by Steve Fairbanks, to
approve Ordinance #17-26, repealing Section 15A-19-15 of the Revised
Ordinances of Sandy City, 2008, as shown in Exhibit "A" and based on the finding
listed in the staff report... The motion carried by the following vote:

Mike Applegarth presented information on Code Enforcement models. (continued from the
September 19, 2017 Council Meeting).
Council Discussion followed.
Steve Smith proposed that direction be given to the Council Staff to continue
pursuing an administrative code enforcement model, and that Staff come back
and report to the Council when a draft ordinance has been prepared or at any
time Staff feels necessay to receive input from the Council.

12. 17-266 Public Utilities Department recommending the City Council adopt
Resolution 17-40C authorizing the execution of an interlocal cooperation
agreement between Salt Lake County and Sandy City relating to the
emergency repair of Dimple Dell Road (Tom Ward).

At approximately 8:05 p.m., a motion was made by Steve Smith, seconded by
Kris Nicholl to adjourn Council Meeting and convene into Redevelopment
Agency Meeting, all in favor by a unanimous voice vote.
At approximately 8:15 p.m., Steve Fairbanks made a motion seconded by Linda
Martinez Saville to adjourn Redevelopment Agency Meeting and reconvene into
City Council Meeting, all in favor by a unanimous voice vote.

The meeting adjourned at approximately 8:25 p.m. by Scott Cowdell, seconded by Steve
