Council Member Business Council Member Robinson reported on meetings at the Sandy Senior Center and asked about the paving of the Porter Rockwell trail. Brooke Christensen attended the Historic Committee meeting noting that they are short on people to fill vacancies. She also attended the ULCT meeting where they presented an economic forecast for Utah. She has copies if the Council would like. Steve Fairbanks asked if she would send each of the Council a copy. Zach Robinson reported that he was stopped by a Citizen who thanked the Council for repairs on sidewalks. Council Office Director's Report No Report. Mayor's Report No Report CAO Report Matt Huish noted that the City received positive comments from the public on Police service. Evelyn Everton update the Council on the sales tax issue before the Supreme Court and fiscal impacts to the City. The Court will be making a decision the end of June. Todd Asay noted that the Parks Department applied and received a Utah Recreational Grant for new trail and upgrades. He noted that the All Poly Camp begins tomorrow at Lone Peak Park and ends on Saturday. Citizen Comments Apollo Kozel, Council Member Copperton Utah, spoke in opposition to the Salt Lake County proposed 0.25% local option general sales tax for transportation. Information Items 1. 18-226 Parks and Recreation Department recommending that the Council receive an update about the upcoming July 4th celebration Todd Asay noted that the Quarter Back Elite Camp would be held at Lone Peak Park. Todd also briefed the Council on the upcoming 4th of July activities and set-up. Merle Marsh presented parking passes to the Council. A flyer on the 4th of July activities is on the City web page. Voting Items Council Items 2. 18-224 Justice Court requesting the City Council's consent to the appointment of Melisse Stiglich as the Sandy City Justice Court Administrator. Melisse Stiglich has been selected as the Sandy City Justice Court Administrator. Council comments followed. A motion was made by Steve Fairbanks, seconded by Zach Robinson, to adopt Resolution #18-32 C a resolution of the Sandy City Council consenting to the appointment of Melisse Stiglich as the Sandy City Justice Court Administrator effective June 19, 2018... Andrew Gruber, Executive Director Wasatch Regional Council, explained how funding would be distributed. Council questions and discussion followed. Citizen Comments: Mike Applegarth received and read an e-mail into the record from Steve Van Maren who spoke in opposition to the 0.25% sales tax. Bruce Blanchard spoke in opposition to the 0.25% sales tax increase for the citizens of Sandy. Apollo Kozel spoke in oppostion to the proposed Salt Lake County 0.25% sales tax. Comments closed. A motion was made by Maren Barker, seconded by Brooke Christensen, to not write a letter to Salt Lake County supporting the 0.25% local option general sales tax for transportation.... The motion failed by the following vote: Council discussion followed. Kris Coleman Nicholl called the question to end discussion...motion seconded by Steve Fairbanks. The motion was approved by a voice vote of 6-1 in favor. A motion was made by Brooke Christensen, seconded by Maren Barker, to adopt Resoution #18-30 C of Sandy City adopting its annual General Fund Budget for the fiscal year commencing July 1, 2018 and ending June 30, 2018; also establishing certain fees and charges in Sandy City for said fiscal year and adopting a tax rate on all real and personal property in Sandy City. Alex Christensen offered the opening prayer. Marshall Scroggin led the audience in the pledge. Citizen Comments Steve Van Maren apologized to Council Member Christensen for his comments two weeks ago. He thanked Ms. Barker for trying to stop the County's proposed 0.25% sales tax. 6. 18-227 Special recognition for the Alta High Boy's Soccer Team Council Member Steve Fairbanks presented a resolution of commendation to the Alta High Men's Soccer Team honoring them for their record breaking season and for winning The State 5A Men's Soccer Title for the 2nd year in a row.
