Chris McCandless reported on the success of the first year at Hale Centre Theater and their future plans. He updated the Council on the Central Wasatch Commission. He received an e-mail from a constituent regarding parking on 114th South. Zach Robinson complemented Staff on the annual Dipping Dogs event at Alta Canyon. He expressed appreciation for the neighborhood clean-up. He asked if Council Staff and Administration would look to see if a stove had been funded for the Senior Center. He attended the Arts Guild meeting complementing them on the "great" job they are doing. Brooke Christensen expressed appreciation to all who helped with the Heritage Festival. Steve Fairbanks gave a "shout out" to the City's Communication Team who received awards from 3CMA, City-County Communications & Marketing Association, for their efforts. Council Office Director's Report and Calendar Review Mike Applegarth reviewed upcoming items on the Agenda Calendar, receiving agenda items in a timely matter, Council attendance at the upcoming APA conference, and his possible participation as a beta tester for Parliamentarian Procedures. Mayor's Report Matt Huish excused Mayor Bradburn. CAO Report Matt Huish reported on a grant the City was awarded for electric vehicle charging stations at city buildings, a drone infrastructure policy, launching of eight citizen advisory groups, and progress on the hiring of Cityworks managers. Eric Richards spoke regarding the 3CMA Conference. He noted that Sandy City was the only City in the State of Utah that won this year. He expressed appreciation to the Council for their support. Brian Kelly updated the Council on an request for proposal (RFP) that was sent out for a Retirement Plan Consultant. Legislative Report Evelyn Everton updated the Council on electric scooters seen in the City. Matt Huish informed the Council that a bike committee has been formed. Citizen Comments Colton Cox, 913 East Meadow Court,Draper Utah, spoke on behalf of friends and family Sandy City, Utah Page 2 Printed on 10/10/2018 City Council Meeting Minutes September 11, 2018 regarding excessive road work in the City, and the need to use tax dollars for something more important. Steve Fairbanks encouraged Mr. Cox to express his frustration to the State since the majority of road work is on State roads. Matt Hush noted that Cityworks can help to inform residents on road construction projects. Comments were closed. Information Items 1. 18-270 Envision Utah requesting that the Council receive a presentation regarding Point of the Mountain Phase 3 Attachments: Vision Handouts Ari Bruening,Robert Grow, and Ryan Hunter, Envision Utah, presented a briefing on the Point of the Mountain 3 proposed development. Citizen Comments: Princess P Awadolla thanked the Council, commenting it was nice to hear that a meeting had been scheduled for September 27th, to discuss the summary, policies, procedures, and process for licence for short term rentals. Dustin Fratto followed up with comments on the application process. 4. 18-337 Administration presenting code amendments creating an administrative code enforcement program in Sandy City. Kris Coleman Nicholl made a motion seconded by Brooke Christensen to Adopt Resolution 18-40C, "A Policy and Procedural Guide for the Appointment of Citizens, Staff, and Elected Officials to Serve on Special Committees" to modify Responsibilities of the Council Liaison to read as follows: a. Council Liaison(s): Appointed by the Council majority as described herein. A Council liaison will serve as an ex-officio, non-voting committee liaison and may assist their assigned committee in the following ways: i. Informs the committee members about items of special interest, as directed by the Council. ii. Reports on actions of the committee to the City Council. iii. Actively participate in the meeting. Public Comments was opened. Josh Green, lives within the boundaries of the annexation, explained the process residents took to start the annexation. Ryan Sanders, lives within the boundaries of the annexation, explained his reasons for wanting to annex into Sandy. Citizen Comments were closed. A motion was made by Kristin Coleman-Nicholl seconded by Chris McCandless to approve Ordinance 18-27, an ordinance annexing territory located at approximately 2771 East to 3036 East Willow Creek in Salt Lake County, comprising approximately 14.9 acres into Sandy City; establishing zoning for the annexed properties of R-2-10 and R-1-10; also providing a severance and effective date for the annexation... Council questions followed. Public Comments: Steve Van Maren, indicated that there were no issues on his part at this time, and he was happy revenue was being generated by the use of the City's poles. Steve Osborn, City Attorney, was responsible for drafting the ordinance. He commended on a few errors on the reformatting of the ordinance and he requested that they be brought to the attention of the Council and corrected this evening. Richard Lee, 1895 East 70 S., Heber Utah, explained his work in the wireless utility industry. He spoke in support of the Code Amendment and the inability for utility companies to underground lines based on the power company. Council questions followed. Citizen Comments were closed. A motion was made by Chris McCandless, seconded by Kristin Coleman-Nicholl to adopt Ordinance 18-28, an ordinance amending Title 15A of the revised ordinances of Sandy City (The Land Development Code), 2008, Chapter 11, "Special Use Standards", and Chapter 37, "Definitions" to add a new Section to create new standards for regulation and implementation of Small Cell Antennas in Sandy City; also providing a saving clause and effective date for the ordinance as soon as possible, with the modifications as recommended by our City Attorney Mr. Osborn on pages 5 and 8 as described ...the motion carried by the following vote: Question on the Motion: Kris Coleman Nicholl asked a few clarifying questions which were answered by Wade Sanner. CODE-06-18 Parking Reductions - Amend Title 15A, Chapter 24-03 - Special Access -5437(CC) and Parking Provisions, Land Development Code, Revised Ordinances of Sandy City, 2008 Attachments: Staff Report.pdf 18-26 Mike Wilcox introduced the Code Amendment to address Parking Reductions. Council questions and comments followed. Public Comments were opened. Steve Van Maren commented on Section 3, "Residential Parking Reduction", one stall allocated per unit. He would like a higher number than one stall to be considered. As a rebuttal to an explanation by Mike Wilcox, Mr. Van Maren recommended putting two stalls as a requirement for three bedrooms or more, and one stall for one or two bedrooms, and the reserve must be dedicated and must be leased with the property. The Public Hearing was closed. Council questions followed. A motion was made by Chris McCandless seconded by Kris Coleman Nicholl to adopt Ordinance 18-26 amending Title 15A of the revised ordinances of Sandy City (The Land Development Code), 2008, Chapter 24-03, "Special Access and Parking Provisions" to allow for parking reductions to the parking requirements if certain criteria is met; also providing a saving clause and effective date for the ordinance with the modification that we add Section 2A to Exhibit A to state that no parking reduction shall be applied to any single family detached housing projects within the City limits...the motion carried by the following vote: Council discussion followed on the motion with further clarification on questions from Maren Barker, Chris McCandles, Zach Robinson, Brooke Christensen, and Kris Nicholl.
