Per Utah Code Annotated 52-4-207 and City Council policy, Council Members Barker and Fairbanks may be
participating in the January 22, 2019 Council Meeting via telephone.
Maren Barker was excused from the meeting. Steve Fairbanks was present.
Non-voting Items
Agenda Planning Calendar Review & Council Office Director's Report
Mike Applegarth reviewed the Agenda Calendar and upcoming items. He excused
Council Member Barker. Mr. Applegarth has been invited to speak at the Granicus
National Summit in Washington D.C., May 14th & 15th.
Council Member Business
Brooke Christensen reported on the CDBG Committee meeting and review of
applications.
Chris McCandless referenced an e-mail he received from a gentleman referencing corner
lots. The gentleman would like to build a garage but cannot due to current city
ordinances. Mr. McCandless would like to see the ordinance changed and move this
initiative forward with the Administration.
Mr. Applegarth encouraged the proposal to be brought back in draft form to the Council
for a vote and staff recommendations. Mike said he would work with James Sorensen.

Kris Nicholl mentioned that the Council is unable to access the link to Departmental
Briefs when outside of the building.
Matt Huish said that he would come up with another way for the Council to access the
briefs.
Zach Robinson turned the time over to students from Altara Elementary School who
presented a sign thanking the City Council for supporting clean air & idle free zones. The
Council invited the students to sit with them on the podium.
Chris McCandless presented Citizen Recognition Nominations for Brent Lange,leaving
Hale Center Theater, Bob Bonar, retiring from Snowbird, and Wayne Neiderhauser,
retiring Senate President. The City Council approved recognition for these individuals.

CAO Report
Matt Huish invited Public Works Director Mike Gladbach and Police Captain Justin
Chapman for updates.
Mike Gladbach reported on the success of snow removal from last Monday's snow storm
and the standards that are followed.
Justin Chapman reported on two bomb threats at Jordan High School this past week.
Legislative Report
Evelyn Everton noted that the 2019 Legislative Session begins next week. She mentioned
a few bills that the City would be following. She asked the City Council to let her know of
any bills they would like monitored during the session.
Brooke Christensen expressed appreciation for Evelyn's help in putting together an
appreciation bag for Sandy's Legislators.
Citizen Comments
Steve Van Maren noted that he would speak personally with Mike Gladbach regarding a
snow removal issue in his neighborhood. He will be attending Jordan High School
tomorrow and hoped it would be safe. He felt the Council could meet twice a month in
order to provide better Citizen access to the Council. He expressed concern with the
organization of the Mayor's Office and if the restructure coincides with Sandy City's
Ordinances. He asked if anyone knows or would he be the one to find out.

Title 22 - Legislative Code Changes
Steve Fairbanks introduced the proposed change to the Sandy Legislative Code to align
with State Code requiring one meeting a month.
Council comments followed.
A motion was made by Kristin Coleman-Nicholl, seconded by Chris McCandless,
to move this item to the next Consent Calendar for approval as written....The
motion carried by a unanimous all in favor voice vote.
2. 19-020 Council Member Nicholl recommending the Council consider adopting a
policy requiring quarterly reporting for public safety staffing.

Kris Coleman Nicholl presented the proposal for quarterly reports from Departments
regarding staffing for public safety.
Council questions and comments followed.
A motion was made by Chris McCandless, seconded by Kristin Coleman-Nicholl,
to ask that Kris Nicholl and Staff work to refine the proposal to change the word
"requiring" to "requesting" then bring back to the Council for approval. ... The
motion carried by a unanimous voice vote in favor of the motion.

Kris Coleman Nicholl proposed, according to policy, to adjourn City Council Meeting.
Mayor Bradburn noted that a Scout Troop would be coming in at 6:45 p.m.
The Council determined to adjourn the meeting to 7:00 p.m.

Zach Cowley from Troop 1741 offered the opening prayer.
Connor Dodds from Troop 1741 led the audience in the pledge.

There were no citizen comments.
Adjournment
The meeting adjourned at approximately 7:03 p.m., by Chris McCandless. The next
scheduled meeting of the City Council is Tuesday, February 5, 2019 at 5:15 p.m.
