1. 20-054 Community Events presenting information about the Sandy Amphitheater
season ticket program.

Mearle Marsh presented information on the Sandy Amphitheater season ticket program.
Brian Kelley answered questions from the Council.
Matt Huish noted that this was a trial program with the new vendor.
2. 20-055 Administrative Services Department providing an introduction to city
budgeting.

Brian Kelley led the disucssion on city budgeting.

The meeting reconvened for the 6:00 p.m Citizen Comments after a brief break.
3. 20-057 February 18, 2020 agenda preview.
Kris Nicholl reviewed next weeks City Council agenda.
6:00 Citizen Comments
Mike Applegarth read a citizen comment into the record Jodi Monico expressed support
for the increase of household dogs in Sandy, live stream for public meetings, decorum of
the City Council members and patience with residents; and the tone of Council's
responses encouraging or discouraging resident participation.
Aaron DeKiser, Living Wasatch, expressed concern and reasons why is opposes the new
LED street lights based on light pollution, health and environment issues. He will be
working with the Administration to see if the lights can be exchanged.
Tom Ward discussed carefully reviewed data on the new LED lights along with safety
concerns on dropping the color temperature of a light source.(Kelvin)
Monica Zoltanski asked that a town hall meeting be held to address residents questions
on last year's water issue. A discussion followed.
4. 20-056 Possible Closed Session to discuss pending or reasonably imminent

litigation and/or investigative proceedings regarding allegations of criminal
misconduct.

Meeting went into Recess
Meeting adjourned at approximnatley 8:00 p.m. The Council held the Closed Door
Session in the Council Conference Room on Tuesday, February 11, 2020.
Brooke Christensen made a motion seconded by Kris Coleman Nicholl to adjourn
City Council work session and convene into a Possible Closed Session to discuss
pending or reasonably imminent litigation and/or investigative proceedings
regarding allegations of criminal misconduct, and that the Council Meeting
adjourn immediately upon conclusion of the Closed Session...a unanimous voice
vote of all in favor was taken.
Adjournment
The City Council Meeting adjourned immediately upon conclusion of the Closed Session.
The next scheduled meeting of the City Council is Tuesday, February 18, 2020 at 5:15
p.m.

on all voting items. Each speaker is allowed three minutes per voting item. The Citizen Comment sections of the
meeting are for issues not listed on the agenda. Each speaker is allowed three minutes to address the Council
during Citizen Comments. If a citizen is unable to attend a meeting in person, he or she may provide written
comments to the City Council Executive Director by 3:00 PM the day of the Council Meeting to have those
comments distributed to the City Council and have them read into the record at the appropriate time.
