Chair Robinson read a statement regarding the continuation of virtual council meetings without an anchor location. Brody Gibbs, Eagle Scout, led the Pledge. Non-voting Items Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth, Executive Director, introduced Liz Theriault, Policy and Communications Analyst. Ms. Theriault shared a video with the Council which provided instruction regarding how the public can utilize the new ecomment tool. This new tool will allow the public to submit public comments to the City Council regarding agenda items. Council Member Business Council Member Houseman gave an update on the Central Wasatch Commission and encouraged the public to comment on the Mountain Transportation System Plan that the CWC has released. She invited the public to fill out the survey on the CWC website and provide their feedback. Council Member Sharkey shared information from the recent Jordan River Commission meeting regarding the decreasing population of the Monarch Butterfly, which is currently being considered for the endangered species list. She also encouraged people to contact the Facebook page, Monarchs of the Wasatch to get more information. Council Member Robinson encouraged people to register for this evening's Night Out Against Crime event sponsored by Sandy City. Mayor's Report Mayor Bradburn shared with the Council that Bob Thompson, the City Attorney, will be leaving the City and has taken a new position with the University of Utah. He thanked Bob for his service to the city. Bob Thompson expressed his gratitude to the Mayor and thanked the Council for giving him the opportunity to serve Sandy City. CAO Report Matt Huish, CAO, spoke about the City's new online training center which will kick off this week. He recognized Melisse Stiglich, Justice Court Administrator, who was recently awarded with the Justice Court of Utah Employee of the Year. Ian Williams, Animal Services Director, provided information regarding the City's response to an issue that was brought up by a resident at a recent City Council meeting relating to the release of domestic bunnies in Dimple Dell park. He also showed a new post on the city website which will help educate the public regarding the harmful impact of releasing domestic animals in the wild. Brian Kelley, Finance Director, gave an update on the CARES Funding guidelines and provided some additional information regarding eligible expenses. Sandy City, Utah Page 2 Printed on 10/21/2020 City Council Meeting Minutes October 6, 2020 Information Items 1. 20-341 Council Member Zoltanski requesting that the Council receive a presentation on a recent Eagle Scout Project Council Member Zoltanski introduced Mr. Brody Gibbs, a Sandy resident, who recently received the rank of Eagle Scout. Mr. Gibbs shared with the Council the details of his Eagle Scout project. He collected and assembled hundreds of hygiene kits for villagers living in a remote area of Guayacana, Ecuador. The Council acknowledged his service and thanked him for his efforts. 2. 20-340 City Council receiving a presentation and update on the Point of the Mountain Attachments: Presentation_What's the Point Item 2 was rescheduled. 3. 20-343 Administration recommending the Council receive a presentation from Rocky Mountain Power (RMP) on the Wattsmart Communities Program. Attachments: Memorandum Presentation Park City Community Energy Plan Kim Bell, Deputy City Manager, introduced the item and provided information regarding the City's efforts to become a sustainability community and reducing our energy and carbon footprint. She spoke about the Sustainable Sandy 360 program and the city's partnership with Rocky Mountain Power. Kim Bell introduced Clay Monroe, Raenee Carlson, Brad Knoles and Becca Stock with Rocky Mountain Power who presented on the WattSmart Communities Program which is a designation that Sandy City received this year. They reviewed the process and goals of the program and how the data collected is used to identify the most effective strategies. Council comments and questions followed. 4. 20-345 Budget Discussion Week 3 Attachments: Budget Discussion Outline Budget Discussion Week 3 Information Brian Kelley, Finance Director, gave a brief overview of the revenue policies of the City and the analysis used to project revenues. He also discussed the various revenue sources received by the city. Council comments followed. The motion carried by a unanimous voice vote. There were no public comments. Public Comment closed. Adjournment The Council agreed by a unanimous voice vote to adjourn the meeting at approximately 6:35 pm.
