Council Chair Cyndi Sharkey welcomed those in attendance.
Chair Sharkey read a statement regarding the continuation of virtual City Council
meetings without an anchor location.

Agenda Planning Calendar Review & Council Office Director's Report
Mike Applegarth, Executive Director, briefed the Council on upcoming Agenda items.
Council Member Business
Council Member Zach Robinson conveyed appreciation from some of his neighbors, to
the police department for their service to Sandy City. The staff at Alta Canyon Recreation
Center is making the center accessible and doing a great job. Mr. Robinson would like
the Council to have a discussion at a future Council meeting regarding a plan for the
return to in-person meetings at some point.
Council Member Marci Houseman thanked Canyons School District for their recognition
of National School Counselors Week. She spoke about Senior Care Charity Foundation
and the services they offer.
Council Member Monica Zolatanski requested an update on the bulk waste program and
inquired as to the scheduling of the presentation from the Central Wasatch Commission.

Mayor's Report
Mayor Bradburn addressed a personal issue - he sold his house and will continue to live
in Sandy through his term. He thanked all those involved in the Citizen Awards
Ceremony. The business awards will be Thursday, February 25th. He also gave an
update on the Covid-19 vaccination process and new vaccination centers in set up in
Utah.
CAO Report
Matt Huish, CAO, gave an update on the City's efforts to implement the WellBeing Survey
- the survey is planned to go live on Monday and will run for three weeks. He also
encouraged all to attend the Community Arts Guild program playing at Mt. Jordan Middle
School. He briefed the Council on the RFP process and timeline for the Alta Canyon
Recreation Center project.
Legislative Report
Evelyn Everton, Deputy Mayor, updated the Council on bills currently under review at the
Legislature. She invited the Council and residents to participate in the February 6th
mid-session legislative update hosted by the City. Council question and comments
followed.

1. 21-043 Hale Centre Theatre providing annual update to the City Council.

Council Member Christensen introduced Mark Dietlein, Quinn Dietlein and Michael Fox
with the Hale Centre Theater who presented to the Council a progress report on the
theatre. Mark Dietlein spoke about the Covid-19 pandemic and restrictions and the
impact of those restrictions on the theater. Michael Fox presented on the state of the
theatre and provided a two year comparison of revenues, expenses, ticket sales and
productions from 2019 and 2020.

Role of Chair
Mike Applegarth, Executive Director, reviewed with the Council the policies pertaining to
Council meetings. He addressed several items with the Council and provided background
and history of the development of these policies. He reviewed the Rules of Procedures,
motions, the process for introducing new business, legislative policies, electronic
meetings and the role of the Council Chair. Council comments and questions followed.

A motion was made by Kris Nicholl, seconded by Zach Robinson to approve the
Consent Calendar. The motion carried by a unanimous voice vote.

4. 21-042 Council Member Christensen recommending the Council initiate a land use
code amendment to create the Historic Sandy Neighborhood Farmer’s
Market zone.

Draft Kuwahara Code Amendment - Staff Proposal
Council Member Christensen introduced the process to create a new zone in Historic
Sandy. The zone is specific to the Historic Sandy area and is a land use code
amendment creating the Historic Sandy Neighborhood Farmer's Market zone. James
Sorenson, Community Development Director, responded to Council questions. Ms.
Christensen asked for feedback and recommended the staff continue the process to
create this new zone. Council questions, comments and discussion occurred during the
presentation.
Public Comment:
Chair Sharkey invited the public to comment. Dustin Fratto provided instruction.
Ecomments were received on this item.
Mr. Steve Van Maren spoke about the ecomment features and mentioned that he was
redacting part of his submitted comment for the next item.
Ms. Brooke D'Sousa commended the Council and staff for their efforts and creative work
on the Kuwahara rezone in Historic Sandy.
Mr. Alex and Sarah Kuwahara thanked the Council for their efforts and hard work. This is
an answer to their prayers.

A motion was made by Brooke Christensen, seconded by Monica Zoltanski, to
direct staff to take the draft zone through the standard public process, including
Planning Commission review and recommendation, before coming back to
Council for final adoption... The motion carried by the following vote:

Lynn Pace, City Attorney, presented on the amendment to the ordinance, changing the
due dates for financial contribution disclosure statements. Council comments and
questions followed.

Chair Sharkey invited the public to comment.
Mr. Steve Van Maren asked the Council to ignore the second paragraph of his
ecomment. He expressed support for a financial disclosure submittal even if there is no
primary.

Following the motion and roll call vote, Council moved to Item 2 on the Agenda.
