Chair Sharkey read a statement regarding the continuation of virtual City Council meetings without an anchor location. Prayer / Pledge of Allegiance Council Member Marci Houseman offered the prayer. Matt Huish, CAO, led the Pledge. Business Session Items Public Hearing(s) 1. 21-177 Public Hearing to consider the adoption of the Mayor's FY 2021-22 Tentative Budget for Sandy City and the Alta Canyon Recreation District. Attachments: Click here to eComment on this item Resolution 21-16C Tentative 2022 Budget FY2022TentativeBudget Resolution 21-16C_Signed.pdf Brett Neuman, with the Finance Department presented Resolution 21-16C, a resolution to adopt the tentative budget for Fiscal Year 21-22 and set a public hearing for final adoption of the budget. Chair Sharkey invited the public to comment. Dustin Fratto provided instruction. Public Comment opened. Public Comment closed. A motion was made by Zach Robinson, seconded by Brooke Christensen, to adopt resolution 21-16C, a resolution adopting tentative budgets for Sandy City and Alta Canyon Recreation District for Fiscal Year 2021-2022; scheduling a public hearing; and providing for public access to tentative budgets and schedules. Sponsors: Sharkey Attachments: RCV Rankings Memo RCV in Utah - Key stats from 2019 Council Member Sharkey introduced the item and asked for feedback. Council had a discussion regarding the number of rankings that the City should consider using for the ranked choice voting election in November. RCV allows for up to ten rankings. The Council expressed a desire for the residents to have the full experience of ranked choice voting and were in favor of utilizing the full ten rankings the RVC system allows for. They also spoke about the need to educate the community about RCV and gather resident feedback after the election. Consent Calendar A motion was made by Monica Zoltanski, seconded by Marci Houseman to adopt the Consent Calendar. The motion carried by a unanimous voice vote. 3. 21-176 Approval of the April 20, 2021 City Council Minutes Attachments: April 20, 2021 Item approved. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Assistant Director, reminded the Council of the Agenda Planning meeting on Wednesday morning. Sandy City, Utah Page 3 Printed on 5/19/2021 City Council Meeting Minutes May 4, 2021 Council Member Business Council Member Houseman acknowledged Teacher Appreciation Week and she thanked Ms. Stroud and educators for all they do to educate our children. She spoke about Governor Cox's Executive Order that implements water conservation measures at all state facilities and encourages local governments to take similar measures. She thanked the city staff for the communication efforts to educate the residents on water conservation and acknowledged all those who work so hard to ensure we have access to safe water. Council Member Robinson thanked Ms. Stroud and acknowledged Teacher Appreciation Week. He thanked the Parks and Recreation Department for their efforts coordinating the Fiesta 5K event this past weekend. It was a great event and he encouraged the community to participate in future 5K runs. He also discussed the end game bill taking effect and the impact on the city's public meetings. He expressed a desire for the Council to continue its discussion regarding in-person City Council meetings. Council Member Zoltanski recently spent the morning with the Public Works mechanics and staff and learned about their job and work environment. She spoke about the important work provided by this department in maintaining the City's fleet. She thanked Mayor Bradburn and the Public Works department for their time. Council Member Stroud thanked the Fire Department for spending time with her this past weekend and for taking her on a ride-a-long They provided a great deal of insight and information regarding the impact speed bumps have on emergency vehicles.She appreciated their time. Mayor's Report Mayor Bradburn spoke about the great job done by Public Works staff in the sign and welding shop. He mentioned the city ordinances and community education programs supporting water conservation efforts. He spoke about the impact of the End Game legislation on the city and businesses. He mentioned that the City is applying for a $20 million dollar grant. He wished Chief Severson and Chief Cline a Happy Birthday. CAO Report Matt Huish, CAO, mentioned the Google Fiber contract has been executed and he thanked City staff who were instrumental in working on the contract. Council recessed 5:56 pm. Council reconvened at 6:00 pm.
