Council Member Marci Houseman offered the Prayer. Council Member Zach Robinson led the Pledge. Work Session Items 1. 21-299 Administrative Services Department providing an update on the fourth quarter for fiscal year 2021. Attachments: AMENDED FY 2021 Q4 Budget Update.pdf Brett Neuman with the Finance Department presented a FY 2021 Q4 Budget Update - July 2020 through June 2021. This is a preliminary report; the revenues and expenses in each fund are not finalized yet. He provided a financial overview of the fourth quarter of fiscal year 2021. The City Council thanked Mr. Neuman for his presentation. 2. 21-298 Administration updating the Council on the results of the July 6 - July 22, 2021 Alta Canyon Sports Center Survey Attachments: 2021 Alta Canyon Survey Results_Full Report.pdf Dan Medina, Parks & Recreation Director, reviewed the community survey recently completed on Alta Canyon Recreation Center. The survey was open from July 6 through July 22, 2021. There were 2,029 responses. He summarized key items that stood out to him. The pool is an important feature of the center. Respondents also wanted a more open, light center with newer amenities. Council questions and comments followed. 3. 21-300 Administrative Services Department providing an update and recommendation on use of American Rescue Plan Act funding. Attachments: ARPA Information Update Brian Kelley, Finance Director, provided an overview and update of the American Rescue Plan Act funding (ARPA) and made recommendations to the Council. The City will receive $9,151,064. Fifty percent of those funds have been received. He reviewed the key goals of the ARPA funding and eligible expenses and recommended allocations of funds.Council questions and comments followed. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Mike Applegarth, Council Office Director, thanked Administration and department heads for their help with getting agenda items submitted early so that the Council office was able to publish the Agenda two weeks in advance. Sandy City, Utah Page 2 Printed on 9/8/2021 City Council Meeting Minutes August 10, 2021 Council Member Business Council Member Housman thanked the Police and Fire Department staff for joining and participating in a neighborhood carnival and helping to make great memories for the kids. She thanked the Sandy Rotary Club for holding a food drive for the Sandy Club through Amazon Wish List. She gave an update from the Healthy Sandy Steering Committee and thanked Charles Otis and Eric Richards for their help. Council Member Zoltanski thanked the Police Department staff for sponsoring the recent Night Out Against Crime event. She spoke about the wonderful performance which was part of the Hale Center Theater Cultural Celebration and thanked the Hale Center Theatre staff for organizing the event. The Community Arts production of Freaky Friday was very funny and enjoyable. She encouraged all residents to provide feedback and comments on the UDOT EIS. Comments can be submitted through Friday, September 3rd. Council Member Christensen gave an update from the Sandy Historic Committee. She spoke about the selection of a provider who will be developing an app for a walking tour of Historic Sandy. She provided an update on the RFP process related to the neighborhood plan. Council Member Sharkey gave an update from the Association of Municipal Councils and spoke about a presentation from the Kem C. Gardner Policy Institute. The committee has been focusing on the housing crisis in Utah and she shared housing statistics and trends. In one year's time, 40% of Utah households were priced out of the home buying market. That figure has jumped to 55% one year later. In the renter market, 63% of renters were priced out of the home buying market in June of 2020 and one year later, 77% of renters were priced out of the home buying market. She spoke about the supply and demand of housing in Utah. At the rate of growth we are currently experiencing, we will run out of entitled land to build on before we run out for the need to build and it is important to make better use of what we have. Mayor's Report Mayor Bradburn provided a Sandy specific drought update. All of this information is on the Sandy City website. Our overall use of water is trending down by approximately 10% which equates to approximately 65 Bell Canyon Reservoirs of water saved. He thanked the community and acknowledged the efforts of all residents to conserve water during this drought period. CAO Report Matt Huish, CAO, spoke about the opening of the candidate filing period for the upcoming election. Seven candidates have filed for Mayor. He provided an update on the Google Fiber process and the Community Arts/Sandy Amphitheater. Mr. Ian McCloy asked about broadbrand and inquired if Utopia Fiber will be allowed in Sandy. He expressed some concern with Google Fiber and their use policy by small businesses.
