Council Chair Brooke D'Sousa welcomed those in attendance.
Shane Pace, CAO, offered the Prayer.
Council Member Alison Stroud led the Pledge.
Council moved to Item 2 on the Agenda.
Citizen Comment Procedure

Council Chair Brooke D'Sousa invited the public to participate in General Citizen
Comment.
Ms. Pat Jones shared her friend's experience and acknowledgement of the amazing first
responders that helped her friend's family during a difficult time. She wanted to thank the
first responders on behalf of her friend for their amazing work, compassion, and care in
responding to and dealing with a difficult call.
Council recessed at 5:40 pm and reconvened at 6:00 pm to continue with the General
Citizen Comment.
Ms. Kirby Croyle thanked the Mayor for sending out the survey. She is the designated
observer from the League of Women Voters and she thanked Chair Stroud for her service.
Public comment closed.

Public Hearing: Melissa Anderson, Community Development presented amendments to
Title 21 of the Land Development Code related to Improvement Completion Guarantees
(Bonding) for Council consideration and action. The presentation of this item occurred at
the 7/11/23 Work Session. Council questions followed.

and Section 24, "Wireless Telecommunications facilities", Chapter 12, "Historic
Sandy Development Overlay Zone", Section 6, "Landscaping", Chapter 13,
"Residential Conservation Overlay Zone", Section 6, "Landscaping", Section 13,
"Residential Conservation overlay zone", Section 7, "Landscaping", Chapter 19,
"Special Development (SD) Districts", Section 24, "SD(PO)(Union Heights)
Professional Office District", Chapter 22, "Manufactured Home Parks", Section 5,
"Maintenance of Premises; Manufactured Home Parks"; Chapter 23,
"Commercial, Office, Industrial, and Transit Corridor Development Standards",
Section 21, "Additional Specific Nonresidential Development Standards" and
Section 24, "Mixed Use Development Standards", Chapter 25, "Landscaping

the consent calendar...The motion carried by a unanimous voice vote.

Agenda Planning Calendar Review & Council Office Director's Report
Dustin Fratto, Council Director provided updates on upcoming agenda items. The August
1st meeting is cancelled for Night Out Against Crime.

Council Member Business
Ryan Mecham provided an update from the Sandy Historic Committee and Heritage
Festival. The community is very excited for the fall festival.
Mayor's Report
Mayor Zoltanski represented the City at a recent event with the Governor. She provided
an update on the Shelter the Homeless shelter for the medically vulnerable homeless
population. She reminded the residents to observe the speed limits in Sandy City and
she invited the public to attend the events at the Sandy Amphitheater. She provided
updates from recent meetings with the Salt Lake County and the ULCT caucus meeting.
CAO Report
Shane Pace, CAO reminded the Council that July 24th is a holiday - the city offices will
be closed. He provided some city updates.
Council moved to General Citizen Comment.

Council unanimously agreed to adjourn the meeting at 6:04 pm.

The General Citizen Comment period is the time set aside for the public to comment on any City business,
including any item listed on tonight's agenda. General Citizen Comment will begin no earlier than 6:00 PM. Citizen
comment will also be taken during each Council Voting Item and each Public Hearing Item for comments related to
those items.
Each speaker is allowed three minutes during each comment period. A speaker may comment during multiple
comment periods, so long as the topic of the comment is different each time. No speaker will be permitted to
comment more than once during any individual comment period.
Speakers wishing to comment live should attend the meeting in person or access the meeting virtually via the Zoom
