Council Member Marci Houseman offered the Prayer. Council Member Aaron Dekeyzer led the Pledge. Council moved to the Legislative Report on the Agenda. Legislative Report Kim Bell, Deputy Mayor, provided a legislative update and discussed current bills and their impact on local land use, housing, and mitigation fund contributions. HB 187 addresses imitation firearms that have been altered to have the appearance of a firearm. HB 300 amends provisions relating to voting and elections. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair invited the public to participated in General Citizen Comment. Public comment opened. Public comment closed. Council Business Informational Items Sandy City, Utah Page 2 Printed on 2/26/2025 City Council Meeting Minutes February 11, 2025 1. 25-045 Administrative Services Department presenting the Fiscal Year 2024 Annual Comprehensive Financial Report and the Government Finance Officers Association Awards Attachments: Sandy City AA 2024 Auditor's Report - Goverment Basic with RSI SI and Other Information Sandy City AA 2024 Auditor's Report - Goverment GAGAS IC and Compliance Sandy City AA 2024 Report on State Compliance and Schedule of Findings Brian Kelley, Administrative Services Director, introduced our city's auditors, David Peaden with Eide, Bailly. Mr. Peaden presented the Independent Financial Audit Report. The auditor issued a clean opinion for FY 2024.He provided an overview of the reports and findings and provided a reasonable assurance that there are no material misstatements. Based on their evaluation, they determined the assumptions that went into determining the pension liability were reasonable and appropriate. They noted a small item related to depreciation expense that was a continuation of an item from the prior year. Mr. Peaden also reviewed with the council the letter on internal control and the letter on internal control related to state compliance. Mr. Peaden commended the finance and accounting team for their responsiveness and dedication throughout the audit process. Council thanked Mr. Peaden for his presentation. Nick Hales with the Utah Government Finance Office Association presented awards to the city finance and accounting team. He presented the Accounting team with the Certificate of Achievement for Excellence in Financial Reporting for the year ending in June of 2023. This is the 37th consecutive year the team has received this award. Mr. Hales awarded the Finance team the Distinguished Budget Presentation Award. This is the 21st consecutive year the team has received this award. The Council congratulated the Finance and Accounting team and acknowledged them with a congratulatory card and council coin. REZ1004202 Community Development Department requesting City Council action on the 3-006631 Sandy Towns Rezone Application (File #REZ10042023-6631) proposing (CC Ord) that one parcel (0.43 acre) be rezoned from the CN Zone to the RM(12) Zone. Attachments: Ordinance 25-10 Sandy Towns Rezone Council Presentation-Sandy Towns Rezone Planning Commission Report-Sandy Towns Planning Commission Minutes-1/16/2025 (draft) Jake Warner, Community Development presented Ordinance 25-10 for Council consideration and action. This is a rezone application for a parcel located at 1270 E 8600 S on behalf of the applicant, Riley Street. The Planning Commission forwarded a positive recommendation. This item was presented last week as an information item. Public comment opened. Public comment closed. The workshop will convene at 6:30 pm in the multi-purpose room. Next week the City Council meeting is cancelled due to the legislative event at the Hale Centre Theatre. Council Member Business Council Member Zach Robinson thanked the Economic Development staff for organizing the business appreciation luncheon. It was a fantastic event. Council Member Marci Houseman mentioned that she had a busy week with resident engagement. She thanked the fire and police chiefs, Ryan Kump, Britney Ward, and Ian Williams for their help addressing residents' concerns. She appreciated their help. Council Member Aaron Dekeyzer thought the business appreciation luncheon was a great event and thanked the Administration for organizing it. Council Member Alison Stroud also attended the luncheon and thought it was a great event. She provided updates from the Jordan River Commission meeting. She mentioned that there are approximately 100 bills in review at the legislature that have watershed implications. Council Member Cyndi Sharkey thought the business appreciation luncheon was a great event. She thanked Ryan Kump for a tour of the Phase 2 public works project. She asked the Council to fill out a survey sent to them by the Utah League of Cities and Towns. Mayor's Report Mayor Zoltanski spoke about the State of the City address she gave last week. She spoke about the accomplishments and the challenges the city faces. The State of the City pamphlet was mailed to all residents in the city. CAO Report Shane Pace had no report. Council recessed the meeting at 5:56 pm. Council reconvened at 6:00 pm and moved to General Citizen Comment. 6:30 Budget Priorities Workshop Sandy City, Utah Page 5 Printed on 2/26/2025 City Council Meeting Minutes February 11, 2025 6. 25-043 City Council Holding a City Council Budget Priorities Workshop Attachments: Draft_Staff Proposed Priorities Narrative Council participated in a follow-up Budget Priorities Workshop which convened at 6:30 pm in the Multi Purpose Room. Matt Dixon facilitated the follow-up Budget Priorities Workshop. He reviewed the 5 areas of focus that was developed at the initial workshop by the Council: 1. Economic Development 2. Employee Satisfaction 3. Public Safety 4. Quality of Life 5. Fiscal Health Council reviewed and discussed each of their areas of focus developed at the January workshop. Led by the workshop facilitator, the Council expanded and more clearly defined their commitment related to each area of focus. Council discussion, comments and questions occurred throughout the workshop. Council will work with staff to further define the budget narrative document based on this evening's discussion.
